Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]
Observation. Licensing was informed that in response to the previous observation of physical restraint a staff meeting was held to educate and inform staff about this issue. Today during a follow up inspection, the following was observed: Licensing arrived to find two Educators and a student supervising six children in the outside play area. Licensing observed seven children inside eating at a table with two Educators present. A parent was observed standing outside the entry way door looking through the window watching the children. The parent proceeded to wave at the Educator at the table and began counting the children inside. The Educator inside sat consoling a child sitting at a table and did not respond to the parent. The other Educator was trying to rearrange the placement of staffing in order to accommodate the needs of a child. The parent continued to observe the children inside for about five minutes, and once appearing to see staffing in place, left the child care facility. Licensing observed a practicum student bring a child from the outdoor play area, inside. The practicum student did not communicate to the staff outside that they were bringing the child inside. Licensing inquired about the current ratio outside. Staff appeared to be unsure and at first said seven children outside. Licensing counted six children outside. Licensing discussed with the student and an Educator the importance of supervision and communication between staff when bringing a child to a different location. Licensing entered the main room and observed thirteen children on the attendance form with seven children in the main room. Licensing inquired about the number of children in attendance and the ratio in the main room. The Educator seemed unsure and answered twelve. A group of seven children were then being transitioned by an Educator to line up against a wall. The Educator explained to the group of children that they needed to line up before they enter a second large room. The Educator placed their hands on the shoulders of one child saying "against the wall, like this" and proceeded to physically move the child towards the wall. Once the children stood against the wall, the Educator then allowed the children to enter the second large room, telling them to enter one at a time. The Educator came over to a window where Licensing was observing and proceeded to close the blinds, blocking Licensing from observing. Licensing entered the room and sat down to observe further. The Educator then said "go sit against the wall" to the children. The children then proceeded to sit in the large window seats.. The Educator began pulling out individual resting mats and called each child one by one to gather their mat. This process took around seven minutes. Once each child had a mat, the children were then instructed to lay on their mats. At one point, the Educator was observed as 'shushing' children when perceiving the children as being too loud. Three children had separately asked to have a story read. The Educator was non-responsive to the children's requests. Calming music was then played for the children and the Educator proceeded to explain to the children that they had to stay on their mats and rest. One child began to stand and jump up and down on their mat. The Educator silently stood up and walked over to the child. The Educator sat beside this child and proceeded to tell them to lay down on their mat. No comfort items including books or quiet time activities were provided to the children at this time.

Observation. Licensing observed limited materials available in the main room and large room. In the main room, some play materials were observed stacked in a pile in a corner, some books on a shelf, a home living area, limited set up throughout the room, and some bare tables and shelves. No paint or sand / water play available. In a large room, a table with two chairs, one puzzle, and a few trucks were observed. The shelves were observed to be closed, locked, and pushed up against the walls. No comfort items including books or quiet time activities were provided to the children during rest time. As provided in the December 16, 2021 report, during that inspection, Licensing Officer observed that the play materials as provided in the environment could be arranged in a manner that coordinates and reflects the level of energy children may exhibit when engaged with them. A review of the environment by Educators with this in mind would benefit the children by way of their connection / extension of play and attention span. At the time this was discussed with a representative of the Licensee who was on-site during the inspection. A Licensee must ensure that a program of activities is provided that encourages the social, physical, intellectual, creative, and emotional development by way of Schedule G in the Child Care Licensing Regulation.

Observation. The self-closing hinges on gates are not effective and therefore gates are not providing an effective barrier for the outside play space as identified on previous inspection report. A plan was provided addressing how staff will provide adequate supervision while awaiting repair.

Observation. A child was observed walking around the room and holding a marker, asking for help. The child went to two Educators asking for help. Both Educators backs were turned away from the child. The child began running around the room and drawing on the floor / furniture saying 'help me'. Both Educators continued to be non-responsive. The child then approached one of the Educators asking for help to place a lid on the marker. The child began to walk away and the Educator was observed holding the child's arm, saying 'wait'. The Educator continued to pull the child's arm but then let go once they say they were being observed. This same Educator was observed pulling on the same child's arm again while in the cubby room while trying to get the child ready for outside play.

Observation. Some notes are available which describe the amount and pattern of eating / drinking of a child. These notes are dated December 1, 2, 9, 13, 15 2021. No further notes were observed documented.

Observation. As observed in the logbook, it was documented that some children had minor injuries while in care. The documentation does not reflect if parents / emergency contacts were notified of the injuries. During a discussion with the Manager, Licensing Officer was informed that parents / emergency contacts were notified at the end of day / during pick-up time of the injuries. Licensing recommends that additional notes be added which inform as to when a parent is notified of a child's injury.

Observation. As observed, the electronic attendance records for children are not accurate and when reviewing the system with a representative of the Licensee, it is apparent that daily attendance records are not being maintained. Licensing Officer learned that employees were not aware of the problem and that it has been an issue for an undetermined amount of time. As a temporary measure and as implemented during today's inspection, a paper record was utilized. The representative of the Licensee informed that a paper record will be in place until such time the electronic method is sorted. It is recommended that copies of children's care plans are stored with children's medical consent cards.

To say i'm disappointed is an understatement. I'm baffled by how they choose to handle problems here. Staff is very unprofessional and uneducated. My kid has been hurt in this daycare because of the staff's negligence. When there is a problematic child in this daycare, the staff seems to encourage it and do not seem to care to handle it.
