  • HYGIENE AND COMMUNICABLE DISEASE CONTROL / Health and HygieneNon-critical

There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

Observation. Licensing Officer observed a child's diaper change. The Educator wore disposable gloves. The child's diaper was wet. After removing the diaper, the Educator proceeded to place a clean diaper on the child without first cleaning their skin. Licensing Officer interrupted the Educator, asked them about this and received the response that the Educator does not usually clean a child's bottom after having only a wet diaper. Licensing Officer informed the Educator of the importance of cleanliness which resulted in the Educator cleaning the child's skin. Licensing Officer observed the Educator put a clean diaper on the child and proceeded to dress them as well all while wearing the same disposable gloves. After dressing the child, the Educator removed the disposable gloves and helped the child wash their hands at a children's sink. After this, the Educator washed their own hands in the children's sink, then proceeded to write on the diapering-toileting chart. Afterwards, the diaper change mat was sprayed with a soap-water solution, wiped down, and then sprayed with a bleach-water solution. The Educator then washed their hands in a children's sink even though a sink is located adjacent to the diaper change mat. The steps the Educator took all while wearing the disposable gloves presents as a concern specific to cross-contamination and cleanliness. Because the Educator washed their hands in the children's sink, cleaning and disinfecting of the sink would be required so as to prevent cross-contamination. This did not occur. These observations were discussed with the Manager.

  • RECORDS AND REPORTING / Safe Play Space Standard of PracticeNon-critical

Maintenance of Equipment: A log is kept of all inspections, maintenance and repairs. [Director of Licensing Standard of Practice - Safe Play Space]

Observation. Licensing Officer observed a log completed of the toddler program's outside play space inspections. The infant program's log was not complete - no similar documentation in place from November 19 - 26. This was discussed with the Manager during the inspection.

  • POLICIES AND PROCEDURES / Emergency Training and EquipmentNon-critical

Emergency exits and fire drill system are approved by a local Fire Marshal. [CCLR Sec. 22(1)(a)]

Observation. Licensing observed the fire extinguishers are overdue for annual servicing. (Due for servicing by March 5 2022)

  • RECORDS AND REPORTING / Notification of illness or injuryNon-critical

Parents or emergency contacts are immediately notified if a child is involved in, or may have been involved in, a reportable incident described in Schedule H or becomes ill or injured. [CCLR Sec. 55(1)(a)(b)]

Observation. When reviewing the log book used for documenting minor illnesses and injuries, Licensing observed that for several minor injuries, a delay occurred in notifying parents of the injuries. This is of particular concern considering the injuries documented were of children's heads / faces. This was discussed with an Educator who is the proposed Manager of the child care programs. Licensing recommends that as part of the documentation, that the time parents are notified of a child's injury be noted.

  • PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

Observation. During today's inspection, LO observed that the artificial turf has been repaired and the shared playground space is longer being used as a storage space. Manager advised LO that the playground still requires a pressure washing to remove the moss growing along the perimeter and the black staining and debris on the concrete. This issue of non-compliance remains outstanding.

Management is very unprofessional. Most staff are absolutely incredible but one or two are inexcusably awful with the children.

Be careful sending your children here. There is untrained staff who are unaware of current childcare practices which ends up causing many difficulties.
