Observation. The previous issue of non-compliance remains outstanding. Licensing observed due to the lack of materials, furniture and equipment both inside and outside, it appears opportunities for social, emotional, physical and intellectual growth are limited. During today's visit, Licensing Officer observed the following: -One of the classroom spaces does not adequately supply toys and equipment for the children in care. On top of a shelf, Licensing Officer observed toys, materials and equipment which appeared to be age appropriate for the children in care however they were inaccessible to children.

Observation. The issue of non-compliance remains outstanding. During today's visit, Licensing Officer observed the following: -One of the children's washrooms, observed a box of gloves in the adult handwashing sink. The sink appears to be used as a storage space rather than it's intended use. -All of the children's washrooms, observed no cleaning solution available for cleaning the equipment and space. Licensing is concerned due to the lack of cleaning supplies in the washroom that there is a risk of cross contamination and the spread of germs.

There is a diaper changing area that is adjacent to a wash basin, that is located away from the food preparation area, and that has a covered container for soiled clothing. [CCLR Sec. 14(4)]
Observation. While the facility has a diaper changing area, Licensing Officer observed that one of children's washrooms is being used as a storage space for equipment not in use. The toilet partition walls are being used to hang children's muddy buddies.

Observation. Licensing Officer observed medication for a child with a life threatening allergy did not have a Request for Administration of Medication form on file.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing Officer observed the following: -The facility walls in the classroom spaces, washrooms, top of the cubbie ledges and the wall space below the window seats appears to be in poor repair. The walls and ledges are damaged, soiled, stained and the paint is chipped exposing the drywall. The walls are no longer easy to clean and in need of attention. -In two classrooms, the area rugs appear to be soiled and stained. The hopscotch carpet appears to have visible bleach stains while the beige rug appears to be soiled and stained with paint. The areas rugs are no longer in good repair or easy to clean. -In the children's washrooms, the stainless steel soap dispensers appear to be have rust and signs of erosion on them. The metal surface is no longer in good repair or easy to clean. -In the outdoor play space, observed 4 steel frame canopy tents that appear to be in poor repair. The polyester cover for each canopy is ripped and torn.

Observation. Licensing Officer observed 2 hallway spaces which appear to be used as a storage area for furniture, equipment, toys and materials. Discussion took place with Manager with regards to exits be clear at all times in case of fire or other emergency.

Observation. In one of the nap rooms, Licensing Officer observed a section of the room is being used as a storage space for equipment and toys.

Observation. While the facility has emergency supplies in place such as food and water rations for each child, Licensing Officer observed that the water supply for each child appears to be inadequate in the event of an emergency.

Observation. Licensing Officer observed a care plan with inaccurate information with regards to where the the epi-pen is stored. The care plan indicates that the epi-pen is stored in the Emergency kit bag however the epi-pen was observed to be stored in a basket on a shelf in the classroom. Discussion took place with Manager with regards to updating the care plan when changes occur.

It was observed that there was a set of cleaning and sanitizing solutions in each room in the kitchen area, but not in the bathroom area. All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]
Observation. In each of the rooms on this license, there is a shelving unit that is over 4 feet, but not securely attached to the wall. This was discussed with the Manager, but missed on the previous inspection report. It is important to secure equipment, due to the fact that a child may pull on this unit, or try to climb to get a toy from a high shelf, the entire unit could fall on the child and cause major injury. It is also noted that the shelves are not securely attached and could be pulled out and cause harm to children as well.

Observation. At the end of the day, staff and children go to outdoor space for free play as they wait for parents to pick up. While the playground is age appropriate for all ages of care, there are multiple groups from the facility that are within in the space. It was also noted today that the GCC (less than 36 months) and the GCC (30 m to SA) are both in the space at the same time. As per schedule E, different types of care cannot be grouped together, with the exception of the first and last 30 minutes of each day, as long as there are less than 8 children.

Observation. The outdoor space has an area where the back corner of the fence has a hole dug under it, and the fencing has gaps.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. As discussed on site, there is limited equipment within the facility (indoors and out) to meet the needs of the number of children in care. Having adequate equipment (toys / art supplies / games / puzzles / dolls / dress up clothes / fine & gross motor activities / etc.) will decrease misbehaviours as children are engaged in play for longer periods of time and will increase positive interactions. It is also important that staff engage with children in a positive way - at children's level (sitting at the table or on the floor) during free play. It is important to review stages of play to understand what is typical play for each age group (dumping / sorting / parallel play / group play / etc.)

Observation. Observed at today's inspection - two children over the age of 3 years old are attending the GCC (<36 months) program as the GCC (30 months to SA) program is not currently operating. LO has attached an application for a temporary retention request as an option to correct this infraction. Other options that were discussed was the option to operate the GCC (30 months to SA) with the children over the age of 3, as well as two children between the ages of 30-36 months.

Observation. There are 3 GCC (<36 months) rooms operating at this time, two of the rooms had qualified staff, but the third room had two staff, 1 I/T educator and a Responsible Adult, while the staffing qualifications should have been 1 I/T educator and 1 other educator.

Observation. While the equipment and furniture appears to be sturdy and safely constructed. There are some maintenance issues within the facility that will need addressing, such as the window sills - there are chips and damage and facility is using tape to secure safety edging and areas of the walls are chipped and therefore unable to be sanitized. LO also discussed items such as step stools, garbage cans and wall areas at children height that do not appear to have been cleaned.

Observation. The outdoor space is fully fenced, but there are gaps in the fence - where it meets the window to the facility. These gaps are large enough for a child to fit through or become logged in. There was also discussion about the grass / weeds and trees being overgrown, this is concerning as you would be unable to know what is growing and if children have allergic reactions. It is also concerning as it could take away from the square footage of the outdoor space if it continues to spread and grow.
