Observation. Licensing Officer previously noted that medication for a child with a life-threatening allergy was missing a Request for Administration of Medication form; this issue has now been addressed.
During todayβs inspection, Licensing Officer observed that medication for a child with a life-threatening allergy did not have a completed Request for Administration of Medication form on file.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. Β They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing Officer observed that while the facility has addressed previous areas of non-compliance, including painting the walls, replacing area rugs, and installing new canopy tents in the outdoor play space, the adult stainless steel soap dispenser in the childrenβs washroom has not been replaced. The dispenser is showing signs of rust and erosion, which may pose a hygiene and maintenance concern.

Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]
Observation. During today's visit, Licensing Officer observed while some of the materials have been removed, the two hallway spaces continue to be used as a storage area for furniture, equipment and materials. A discussion took place with staff regarding the requirement to keep exit routes clear at all times in the event of a fire or other emergency. This issue of non-compliance remains outstanding.

Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]
Observation. Licensing Officer observed that sections of the nap room are no longer being used as a storage space for equipment and toys.
During todayβs inspection, Licensing Officer observed the following:
-In each classroom, items such as boxes and program materials were being stored on top of cupboards in each classroom. This poses a potential safety hazard, as items could fall and cause injury.
-The edging of the grey carpet in one classroom is lifting, which presents a tripping hazard for children in care.
POLICIES AND PROCEDURESEmergency Training and EquipmentNon-critical
There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]
Observation. Licensing Officer observed that the facility has emergency supplies in place, including food and water rations for each child; however, the quantity of water available per child appears to be inadequate in the event of an emergency. This issue of non-compliance remains outstanding.

For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]
Observation. Licensing Officer previously noted that a care plan with inaccurate information with regards to where the the epi-pen is stored has been addressed.
During todayβs visit, the Licensing Officer observed that information documented on a care plan for a child and posted in the classroom appears to be inconsistent with the information contained in the childβs file. In addition, the care plan is incomplete, as it does not include a photo of the child.

A record for each child containing a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency is not kept. Observation. Licensing Officer reviewed a sampling of children's records and the following was observed:
-a photograph or digital image is not kept of 1 child
-date of enrolment is not kept for 1 child

Observation. Licensing Officer did not observe documentation or evidence to confirm that an emergency drill is conducted at least once annually.
