    Observation. Licensing Officer observed medication for a child to be administered by staff did not have a Request for Administration of Medication form on file.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing Officer observed the following: -The facility walls in the classroom spaces, washrooms, door frames and the top of the cubbie ledges appear to be in poor repair. The walls and ledges are damaged, soiled, stained and the paint is chipped exposing the drywall. The walls are no longer easy to clean and are in need of attention. -In one classroom, the area rugs appear to be soiled and stained. The gray circle time rug appears to be stained and soiled, while the car track rug is frayed on one side. -In the children's washrooms, the stainless steel soap dispensers appear to be have rust and signs of erosion on them. The metal surface is no longer in good repair or easy to clean. -In the outdoor play space, observed 2 steel frame canopy tents that appear to be in poor repair. The polyester cover for each canopy is ripped and torn.

    Observation. Licensing Officer observed 2 hallway spaces which appear to be used as a storage area for furniture, equipment, toys and materials. Discussion took place with Manager with regards to exits be clear at all times in case of fire or other emergency.

    Observation. In the outdoor play space, Licensing Officer observed an open bag of soil and a planter container accessible to children. It appears that the two items were left behind from a previous activity.

    Observation. The issue of non-compliance remains outstanding as noted below. Licensing observed the ground surfacing has eroded to the point that the sprinkler system hoses are exposed, the rubber tiles are rising and the edges are exposed. The grass and plants are overgrown and there are patches of grasses in the yard. Licensing is concerned due to the lack of maintenance to the outdoor space, and that it presents a possibility of a serious risk of injury to a child. During today's visit, Licensing Officer observed that the wood chips which support the landing for the slide appear to have depleted. The wood chips are in need of replenishing to provide adequate ground surfacing in the play space.

    Observation. Licensing observed the following: The cots continue to be positioned side by side touching each other presenting a risk of possible cross contamination and the spread of germs. The toilet in the children's bathroom does not have a tank lid.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Licensing observed and discussed on site, there is limited equipment within the facility (indoors and outside), which is below minimum standards in order to offer a comprehensive and coordinated program. The director stated that materials had been purchased, but we were unable to see them. The amount of toys and equipment provided for the children does not meet the capacity of the children in the groups. It is important to have adequate developmentally appropriate equipment (toys / art supplies / games / puzzles / dolls / dress up clothes / fine & gross motor activities / etc.) for each category of care for a child's overall development. It's recommended to review stages of play to understand what is typical play for each age group includes dumping/sorting/ stacking/ digging/throwing/jumping/climbing/balancing/imagination play etc.

    Observation. Originally found out of compliance on May 13, 2024. Licensing observed the photos were outdated, which are a concern in an emergency if a detailed description of a child is required and the picture is outdated. A number of Emergency contacts for families are required and three children still require their Medical Service Program (MSP) number. There was one emergency card missing.

    Observation. At the end of the day, staff and children go to outdoor space for free play as they wait for parents to pick up. While the playground is age appropriate for all ages of care, there are multiple groups from the facility that are within in the space. It was also noted today that the GCC (less than 36 months) and the GCC (30 m to SA) are both in the space at the same time. As per schedule E, different types of care cannot be groups together, with the exception of the first and last 30 minutes of each day, as long as there are less than 8 children. It was also observed that there are 12 children on site today, with a total of 13 enrolled in this group. Of the 13, 9 are between the age of 30 months to SA which exceeds the 2 between the ages of 30 to 36 months as outlined in schedule E.

    Observation. The following areas of the facility were noted as needing repair or removal - door handle to outside space broken and there is no curtain rail for curtains - they are hung using a variety of manner that could be hazardous to children, shelving is not secure in some areas by sink, and some areas of repair needed in the outdoor space - bushes with thorns and fabric on the ground that is accessible to children, fencing needs some repair.

    Observation. As discussed on site, there is limited equipment within the facility (indoors and out) to meet the needs of the number of children in care. Having adequate equipment (toys / art supplies / games / puzzles / dolls / dress up clothes / fine & gross motor activities / etc.) will decrease misbehaviours as children are engaged in play for longer periods of time and will increase positive interactions. It is also important that staff engage with children in a positive way - at children's level (sitting at the table or on the floor) during free play. It is important to review stages of play to understand what is typical play for each age group (dumping / sorting / parallel play / group play / etc.)
