Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

Observation. In the outdoor space, LO observed a metal ladder chained to a metal fence post with three rubber tires placed in front of the ladder. Staff shared that the tires were places there as a means to block access for the children. The rubber tires are blocking an exit and pose a tripping hazard in the event of an emergency evacuation. Discussion took place with the manager who shared that the ladder was used for the pressure washing that occurred recently and then stored there afterwards. LO advised manager that the metal ladder poses a potential hazard if it were to fall as it is only secured at the top. LO stated that if the ladder were to tip it could cause potential harm to a child or staff. During the inspection, the manager followed up with the facility Director who advised that the ladder belongs to the City. Manager stated that the facility Director will contact the City to have the metal ladder removed from the children's' outdoor space.
