    There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

    Observation. Licensing observed children being assisted and encouraged to wash their hands after diaper changes. An Educator was observed washing their hands prior to serving snack. Children were supported through hand washing after eating snack. Licensing observed a diaper change performed by an Educator: * while wearing disposable gloves, the Educator cleaned a child's bowel movement diaper; while wearing the same gloves, cream was applied to the child's bottom; while wearing the same gloves, a clean diaper was placed on the child and the child was re-dressed; after placing the child to stand on the floor, the Educator removed their gloves and then helped the child wash their hands; after doing so, the Educator washed their hands in the children's sink. * the Educator transitioned the child from the bathroom to the main program space however, cleaning and disinfecting of the diaper change mat did not occur; after some time had passed, Licensing Officer asked the Educator about this and was informed that they had meant to do so; because the Educator was now transitioning children to the cubby room to dress up for outside play, another Educator was asked to clean/disinfect the diaper change mat. The steps the Educator took all while wearing the disposable gloves presents as a concern specific to cross-contamination and cleanliness. Because the Educator washed their hands in the children's sink, cleaning and disinfecting of the sink would be required so as to prevent cross-contamination. This did not occur. These observations were shared with the Manager during the inspection.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. In the outdoor space, LO observed visible mildew and moss growing on the underside of the glass panel fencing throughout the play space. The manager shared that the outdoor play spaces get pressure washed throughout the year.

    Observation. Today's inspection revealed long blind chains attached to the blinds and plastic blind cords in the nap room with cots on the infant side are not adequately secured to prevent head entrapment. As discussed with the staff person and Program Manager these chains must be immediately secured and a alternate securing mechanism must be installed.
