  Observation. Licensing arrived around 10:00 am and observed 43 children in one large open space. The noise volume was very loud. Children freely circulated though the one space and were engaged in various activities. One child was having snack at a table. At 10:05 one staff yelled out for children to start to clean up and gather at the tables. Their voice was loud, yelling across the room to try and cut above the noise levels. Children started to sit down at two large tables on one end of the room. The staff then yelled "eyes looking at me", "right now we are getting you into your colour spots", and "line up in a straight line with respective staff member". Children were then divided into four groups with a staff assigned to each group. At 10:20 the above process was completed. Two groups headed outside to the playground and two groups stayed inside. Licensing inquired with one staff member what the daily schedule looked like with respect to the grouping of children. The staff replied that the children arrive in the morning in the activity space, then have snack together. After morning snack they divide into small groups for activities. They eat lunch together as one large group. After lunch they divide again into small groups until afternoon snack. They have snack together in the afternoon as one large group. A file review indicated that the licensed capacity was increased in May 2024 from 24 to 48 children. At the time, the Licensee proposed the following: "We will maintain group size of 24 and use the furniture to divide the room into 2 distinct spaces. As our curriculum uses small groups, there will always be 1 or 2 groups of children outside. I have attached a floor plan to show how we would do this for your reference." The attached floor plan showed furniture across the middle of the room, however no specifications were given about the height of this furniture. Licensing observed the following: - Maximum group size of 24 was exceeded, there were 43 children present in one large open space. - There was no furniture dividing the room into 2 distinct spaces (e.g. room dividers or furniture of sufficient height to provide a visual barrier and create 2 distinct spaces). Low tables and low shelving units were present throughout the space. - 43 children moved freely around one large open space. - Noise levels were high due to the large number of children in one open space. Staff were yelling loudly to cut over the noise levels when they tried to get the attention of the whole group. The observations were discussed with YMCA manager after the inspection.

  Observation. Two children in care with a medical diagnosis did not have a care plan in place.
