Observation. On December 17, 2025, licensing observed a staff physically redirect children in the following manner: - At circle time, a staff held a child by the arm and moved them towards the kitchen counter to "find" a letter that was taped to the kitchen counter. - At circle time, a staff put their hands under another child's armpit to get the child from a sitting position to a standing position. The staff then put their hands on the child's back, turned the child's body and physically started to redirect the child to the kitchen counter to "find" a letter. LO asked the staff to take their hands of the child, explaining that physical redirection is not to be used as a guidance strategy.

Observation. On December 17, 2025, licensing observed the following: 1) Two cubbies in the entrance that were not secured to the wall and posed a risk of tipping over. 2) A tall floor lamp in the main activity room that was wobbly and could easily tip over. 3) Multiple electrical cords throughout the facility that were taped to the wall at child's level with painters tape (main play room security camera, nap room monitor directly above the nap mats). Painters tape is not considered a secure means of fastening electrical cords. The above items remain outstanding. On January 5, 2026, licensing observed an area rug in the main activity room with curled up corners and edges, posing a tripping hazard.

Observation. On December 17, 2025, licensing observed the following: 1) The entrance area had stained rugs. 2) Multiple electrical cords hanging down from a shelf to the floor in the kitchenette. The cords were accessible to children. The above items remain outstanding.

Note to Licensee: The fence is aging and fence boards are starting to rot out, including the entry gate. It is recommended to target the fence for future replacement.

On January 5, 2026, the manager informed licensing that a new sand box with cover and sand had been ordered. 2) Outdoor toys were dirty and in need of cleaning or power washing (playhouse, ride on toys, etc.)

Observation. One child in care with a medical diagnosis requires extra support. A BC Centre of Ability consultant visits the child at the facility. There is no care plan in place for the child. On December 17, 2025, licensing observed staff physically redirect the child. On January 5, 2026, the manager informed licensing that the parent had arranged for a private consultant to come to the facility January 8, 2026. Licensing informed the manager they need to develop a care plan for the child to support the child. 58(1)A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a)the diagnoses relevant to the child's requirement for extra support, as made by health care professionals; (b)the courses of action recommended by health care professionals to address the needs of the child requiring extra support; (c)the resources to be made available to the child requiring extra support by the licensee, including (i)any adaptation of the community care facility necessary to ensure the child's safety or comfort, and (ii)any modification to the program of activities necessary to enable the child to participate in or benefit from the program. (2)The licensee must (a)develop the care plan in consultation, and (b)review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent. (3)The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (c)any modification to the program of activities for the child's benefit; (d)any behavioural guidance provided to the child, and its effect; (e)any other matter for which the licensee has agreed with the parent of the child to record compliance.

The cords were accessible to children.

A crib was positioned against the wall, making the cord accessible to any child sleeping in the crib. As a temporary measure, the crib was moved away from the wall; however, the cord must be removed or secured to eliminate the entanglement hazard.
