Observation. During todays visit, LO observed two staff - ECE and ECE I/T. A staffing schedule is available and from discussion it was determined that one staff works from 8:00 to 5:00, and the second staff works from 8:30 to 5:30. Due to this, there is 30 minutes each day when no ECE I/T is available and therefore you are not meeting Schedule E. Staff stated that they were aware that for the first and last half hour they can have a ECE in ratio for GCC. Note - the staff is referring to CCLR Section 34(4) which is only applicable if there are multiple groups of children that would otherwise be grouped in different care programs/room/groups. This is not applicable to facilities with a single care type. Therefore as per Schedule E, there must be a ECE I/T staff in ratio at all times.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. LO observed the following areas that must be addressed to ensure facility is clean, easy to clean, in good repair and free from hazards: - walls in small room and bathroom, step stools and other areas are wearing (and therefore unable to be sanitized) - walls in hallway require a deep cleaning - under sink (in bathroom and kitchen) is not latched and children have access to cleaning supplies - the microwaves front glass is cracked - children have to walk through the kitchen to access the eating area and nap room. This entire space must be safe and appropriate for children in care . Outdoor space - latch of front gate does not catch and can easily be pushed open by a child - some plants in this space are toxic to children - there are pieces of a broken sign accessible to children - slide being used by children is close to a hard plastic sandbox, LO observed a child fall from the stairs at the slide and may have hit the sandbox - while it appears that there is ongoing fence repairs, you can see that areas of the fence will need replacing due to aging and poor condition LO has attached an outdoor checklist (which can be modified to meet the needs of your program) and Standards of Practice for Safe Play Spaces for you to review.

Observation. October 2, 2025 - no changes have been noted at the facility. August 15, 2025 - the facility walls are worn, with areas peeling, chipped and soiled from children's painting or dirt. Other areas discussed included - "edge" or "corner" protectors are either coming away or tape is used to attach them to the window and shelving. - ceiling fan requiring a good clean as well as ceiling and kitchen. - toys and equipment are stored in piles on the stairs and in a space off the kitchen. March 4, 2025 - Licensing observed that the facility walls look worn, with paint chipping and damaged from posters or information taken off the wall. The walls no longer appears to be easy to clean and present a risk of the spread of germs and cross contamination.

Observation. Today's inspection - it was observed that one child is over the age of 3 years and therefore does not meet Schedule E. This appears to have also occurred with a child who turned 3 in March 2025 and continued to attend until the summer. This is a recurring issue.

Observation. Today's inspection - LO observed that one staff on site does not have any records available. Regardless of why this staff is on site (sub, full-time or part-time staff) the Licensee or Manager must have: - met with the each employee - obtained the appropriate documents as outlined in the CCLR. There are recurring issues of non-compliance around staff files.

Licensing spoke to the manager regarding guidance practices concerns for the children in this age group and their development and care needs.

Observation. Licensing observed a picket from the fence has been removed. The picket is to be replaced to avoid a child from crawling through the open space. This issue to be documented in the maintenance equipment log.

Observation. It was observed the children lacked a comprehensive and coordinated program both inside and outside. Licensing observed a lack of materials and toys available for children both in the inside and outdoor area. Inside there were two child height tables, one table with one chair tucked in the corner the other along the wall. There were two shelves to hold children's toys, one shelf had one box of toys and the other shelf had a few more boxes of toys. blocks, and animals and misc. items. and a book shelf which stored a few books. Not enough items to support a program from opening to closing each day. Outside: there is a turtle shaped sand box, with a minimal amount of sand but no buckets, shovels, scoops, cups etc. to use in the sandbox. There is a kitchen centre, but there are no dishes or utensils to use with the centre. It was stated to the licensee in order to meet schedule G and to provide opportunities of growth there must be enough equipment available for the capacity of children expected to play in the designated indoor and outdoor space Examples were given to the Licensee, materials and equipment that can actual be used to promote and encourage imagination, creativity, socialization, physical activity both large and small gross motor skills Licensing to provide the resource, "Furnishings & Equipment Guidelines for Licensed Child Care Facilities" BC Health Planning.
