Observation. Licensing observed a diaper changing transition as children woke up from nap time. Educator used the same set of disposable gloves through the process of changing multiple children. This is not hygienic, as there may be a transfer of particles from diapers to clean clothing, to next child's diaper and all items that are touched in between.

Observation. Licensing observed the following : 1) The gate at the top of the stairs to the basement was left open. The gate appeared to be broken and could not be secured. 2) The gate between the entrance hallway and main activity room and the gate between the kitchen and main activity room appeared to be broken and could not be secured. 3) A kitchen cabinet door with a broken hinge.

Observation. Licensing observed one infant toddler educator and one early childhood educator with a certificate that had expired in February 2023. The early childhood educator stated that they had submitted their renewal to the ECE Registry on January 15, 2023. Please be advised that staff that do not hold a valid practising certificate are not considered qualified under the Child Care Licensing Regulations.

Observation. Licensing observed the following indications that someone might be living in the facility: - The fridge contained many condiments, sauces, crushed garlic, eggs, etc. commonly found in a regular household. A rice cooker was observed on the counter. The Manager stated they do not have a kitchen in their own home and use the facility kitchen; the food belonged to the Manager. - The upstairs bathroom and shower contained multiple personal toiletries. Licensing observed towels. - One upstairs bedroom closet contained multiple clothing items and bottles of vitamins. Licensing observed a table and chairs and a storage rack with dishes and more personal toiletries. - Another upstairs bedroom contained five suitcases; the manager stated they belonged to them. - Another upstairs room or closet was locked. The Manager stated they did not have the key and did not know what was in this room/closet. Licensing asked the Manager if they lived at the facility. The Manager stated they did not and lived nearby in a small laneway house they shared with another person. They just stored their belongings at the facility due to a lack of space in their own home. Licensing asked the Manager if they slept overnight at the facility. The Manager stated they had done so twice since January 2023. Licensing informed the Manager that nobody can live upstairs at the facility. The Manager informed Licensing that the Licensee had told the Manager about a month ago that staff could live upstairs at the facility. During the licence application process at the initial inspection dated September 23, 2020, the applicant stated that it is her intention that nobody lives on any floors in the home.

Observation. Licensing observed the following: 1) A broken kitchen cupboard door located under the sink. 2) A broken cupboard door in the gross motor room. The door had been taped to the cabinet with packing tape to prevent it from falling.

Licensing observed the following: 1) Green algae growth on the glass deck railing, the wooden deck boards and the mats at the bottom of the deck steps. 2) Loose black electrical cords hanging down at the side of the house that posed a hazard of tripping or getting caught in the cords. The cords appeared to run from the top floor into the basement. 3) The gate at the top of the deck steps had a broken section at the bottom.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Licensing observed a metal rack hung on the wall above the gas stove. The bottom of the rack was lined with paper towels. The paper towels were 2 inches away from the back burner flames when the flames were turned on, posing a fire hazard. Flammable items were placed on the counter directly beside the gas stove such as a bag of flour.

The following hazardous objects and substances were observed in the kitchen: - A sharp knife in an unlocked kitchen drawer. - Chlorox dishwasher detergent and bleach/water solution on the kitchen counter. - Bleach , Pine Sol and cleaners in an unlocked cabinet under the sink. All above hazardous materials were put out of children's reach at the February 28 inspection. At the routine follow up inspection licensing observed the sharp knife back in the unlocked drawer, the dishwasher detergent and bleach/water solution back on the kitchen counter and the bleach and cleaners back in the unlocked cabinet under the sink.
