The window in the main living room was open more than 4", which is a safety concern as it is considered an entrapment.

As explained at a previous inspection, the mats are not to be stacked with the bedding in order to prevent cross contamination and the spread of germs.

The Licensee will need to make the necessary changes to the piece of equipment if the children do show any interest in the climber.

Observation. Licensing observed the Washer and Dryer cupboard was unlocked, When the Licensee went to lock the doors, she had the wrong key. She stated that she is always in there with the children. Licensing also observed mats stacked with sheets on them, which were not in use. Mats are to be stacked separately without sheets touching to avoid cross contamination. Licensing noted that the Playroom was very dark while the children were playing in the room, more natural light is needed. Licensing observed that it was noted in the log book when individuals from the community were in the Family Child Care for a visit.

Observation. Licensing Officers NH and MJ inspected the yard regarding the resilient ground cover around the dome climber. By adding artificial turf, which is secured to the ground, it created a hard, concrete like surface. As per the DOLSOP - Safe play space, the climber, which is 1.5 meters (five-feet) high, resilient ground cover is required. Licensing advised the Licensee of the concern regarding the climber and she indicated that she will remove the climber.

Observation. Licensing observed, the Licensee had moved the children's resting space to another room, formerly the Licensee's bed room. The room had mattresses on the floor where the children sleep. the Licensee's personal items, which are considered hazardous to a child were also stored in this room; medications, personal supplies and misc. small objects. Licensing expressed how this was not safe. Licensing is concerned that the Licensee was not recognizing the risks that were being presented before the children in care. The Licensee did suggest the children sleep in the living room until the room was changed.

Observation. Licensing observed the Licensee is not able to identify the health and safety risks for the children in care, that have been initiated by the renovations both inside and outside the home.

Observation. Licensing was advised in the Spring that the outdoor play area in the back was going to be resurfaced. Licensing at the time advised the Licensee and her son they need to let Licensing know of the planned changes. Both the Licensee and her son made it seem the renovations were to be minor. Licensing arrived today to find that both the indoor and outdoor space had a major renovation. The front and back yard had been resurfaced with artificial turf. When arriving inside it was noted that the porch had been completely renovated. In the newly renovated porch area children had access to a window, which was fully open and located on the second level. Licensing expressed the concern of children having access to the space. The Licensee stated that the Contractor knew about the renovations and has pictures of the structure. The Licensee explained the porch had been falling away from the building. The Licensee said she had closed for two weeks to have the work done and that they would be back on Saturday to do the finishing touches. Licensing expressed with a renovation this size, Licensing needed to be contacted. The Licensee stated she did not use the porch space, but the children's shoes were located on a shelf for quick access to go outside. There was a couch and a bed set up in the space for adults or children as well as other hazardous items being stored as part of the renovation. The Licensee stated they do not use the space and they use the front door to go to the back yard playground. The door from the kitchen leading to the porch area was then closed. Licensing observed that the Licensee had renovated what was a bedroom into a 3 piece bathroom, which is being used by the children and Licensee. Licensing observed a step stool in front of the sink as well as a potty seat on the toilet seat. In the back yard, the new stairs leading from the new porch to the outside space are quite steep. The Licensee has wrapped pool noodles around the spindles. On the one side the spindles are 4 inches apart and on the other side they are 2 inches apart, the Contractor has used two different rail designs. The Licensee said the pool noodles were to prevent the children from hurting themselves if they fell down the stairs, indicated that the children did use the porch to access the back yard playground.

Observation. Licensee has purchased a mini trampoline with netting all around the perimeter of the piece of equipment. Licensing reviewed the manufactures instructions, which indicated that the piece of equipment is not intended for children under the age of 3 and only one person at a time is to use. Licensing identified a health and safety concern when it was observed a child who is not quite two years of age and limited mobility was placed inside and provided toys. Based on observation the child would not have been able to climb in or out of the piece of equipment on their own. Licensing reviewed the manufactures instructions with the Licensee and the Licensee removed the children from the mini trampoline. The mini trampoline was located next to a large window, as this presented an immediate health and safety risk Licensing assisted the Licensee and moved the mini trampoline away from the window to protect the children from bumping into the window when jumping. It was also observed, two children jumping on the trampoline at the same time. Licensing advised what was stated by the manufactures instructions, the Licensee only allowed one child at a time.

Observation. The Licensee had the TV on when Licensing arrived. As stated in the DOLSOP-Active Play, Screen Use Policy- Screen time is not offered to children under two years of age. There are currently two children enrolled at the facility who are under the age of two and were in attendance. The Licensee shut the TV off shortly after Licensing arrived, correcting this infraction. Licensing was unable to access the Policies and Procedures, they were not located in the file folder that was provided to Licensing.

Observation. Licensing observed a crib with 3 mattresses stacked and a child sleeping on the top mattress. There was concern as the 2 mattresses did not come with the crib where smaller in design than the crib mattress, which left a gap where a child could roll between the mattress and the crib railings and become stuck. Licensee is to follow manufactures instructions, which pertains to the use of the crib.

Observation. During the inspection: the children had finished their lunch and the licensee had given the children their bottles and laid them on their mats. LO was explaining to the licensee in the living room that she should not be giving them a bottle while lying down on their mat, when one of the children started banging on the wall/cabinet with her feet. Immediately the licensee marches into the room and says “Stop that, don’t do that, or I will have to punish you!” I stated “no you won’t” licensee changes her tone and tells her to stop hitting the wall she did not have to do that and then comes out and changes the subject to another topic about not being paid the child is a ministry child as I try to discuss with her what she had just happened and what was said.

Observation. While conducting the inspection the licensee describes the children in care to the licensing officer as a ministry child and two other children as just immigrating to Canada. Licensee described the children in a derogatory manner and their personal circumstances rather than using their names. Licensing asked licensee for the children's names to be able to interact with the children.

Observation. It was observed that each child had their own cloth for drying their hands, which was out of their reach . When licensing commented about single use paper towels, the licensee passed some down to the children. These were out of children's reach as well.

Observation. It appears the licensee's son has applied for a CRC in November, 2021 but there is no documents to support this for the Licensee. It was explained that the Licensee needs to make an appointment with the licensing office in Vancouver to update her CRC as soon as possible. Licensee said she was closed after the 18th and would do it then, During the inspection an individual arrived, entered the kitchen area, and then disappeared. It was at that time the licensee explained by opening two large cupboard doors left of the main door when entering the kitchen that there was a set of stairs leading up to another level of the home. The licensee explained that the tenant lived upstairs. The licensee has been operating the family child care program for many years. The licensee did not inform licensing of persons other than the licensee living in the home.

Observation. It was observed that the Licensee lifted the children to the kitchen sink in order to wash their hands. Licensee requires a stool for children to assist when washing their hands, and prevents the Licensee from having to physically restrain a child during hand washing. The sink in the washroom is also quiet high and the Licensee is required to lift the child to wash their hands in the washroom after changes children's diapers or children going to the toilet. It was observed in the outdoor space under the covered area facility furniture, equipment, fixtures, and toys that are broken and ripped. Items that are no longer easy to clean and broken are to be removed to ensure children are free from hazards. It was recommended, once these items are sorted through, to create an outdoor space that meets children' s social/ emotional, physical (gross and fine motor) and cognitive needs by not only using the open space for bikes and trikes and climbing equipment, but also building, art, pretend play in the covered area.
