Observation. Licensing was unable to locate a medication (i.e. inhaler) for a child in care. The manager informed that the child had lost their medication which has not yet been replaced since.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Licensing observed the following: -the Senior classroom located upstairs: *loose blind cords which could pose as an entrapment hazard. *outswing casement windows that could swing out to 90 degrees without a restrictor. Licensing observed that a child could potentially fit and fall through a gap in the window which could pose as a safety hazard. The manager informed that these windows are often kept closed. Discussion took place regarding placing a safety mechanism to ensure the children's safety at all times. -Outdoor: *the outdoor wooden shed designated for the School age program showing signs of water damage. The program manager informed that the rain/water has been leaking inside the shed and directly onto the play materials. Currently, a large blue tarp is placed under the roof in order to redirect/prevent the rain from falling directly onto the play materials and the emergency supplies. Given the rainy season ahead and a potential mold issue, a discussion took place regarding finding a permanent solution to address the leaking issue. The manger informed that the City of Vancouver has been notified regarding this matter however the work/repair is still pending.

Observation. When reviewing a child's care plan for an epi-pen, the care plan indicated an outdated expiry date for the medication. A discussion took place regarding updating a child' care plan as needed.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. There was a bucket on the floor in the northwest corner of the Granville Island Room. There is a leak directly above next to the HVAC. Dark stains are visible around the opening in the wood beams. Staff reported this leak is an ongoing problem, it gets worse with heavy rain and the community centre is aware. Staff reported that facilities have come to inspect the issue but there has been no further action re repair. I expressed concern re damage that may be happening in the meantime and the possibility of mold with an ongoing leak. Informed staff I would be citing this in the inspection report as requiring action.

Observation. Licensing observed that one child's epi pen had expired November 2022. The facility had a signed letter from the parents stating that they understood that the False Creek Community Association is not liable for any medical emergencies that occur due to the expired pen. The letter also stated that they would have the epi-pen replaced by March 28, 2023. Licensing explained to the Association & Childcare Manager that children can not be on site with medication that has expired. The program stated that the child carries their medication on their backpack. Please provide Licensing with a written plan as to how staff ensure the medication is in the child's backpack everyday.
