  • CARE AND/OR SUPERVISION / Group Sizes and Employee to Children RatiosNon-critical

Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

Observation. During today's visit, Licensing observed 1 ECEIT and 3 ECEs caring for 10 children in care. The educator who holds ECEIT was scheduled to work a closing shift which does not comply with Schedule E. For Under 36 months program, it is required to have at least one ECEIT at all times during the operating hours.

  • CARE AND/OR SUPERVISION / Harmful actions not permittedNon-critical

No child is subjected to harmful actions as defined in Section 52. [CCLR Sec 52(1)(a)-(f)]

Observation. During today's visit, Licensing observed an educator using physical child guidance while assisting young toddlers to put on their rain gears to go outside. This educator was seen placing their hands under a child's armpits to lift them onto a wooden ledge in order to help the child put on a muddy buddy. Licensing did not observe the educator providing any explanations or asking for consent during this interaction. The educator was also observed physically guiding the child's arm through a jacket sleeve. LO discussed this observation with the educator and informed that this practice is not respectful or appropriate. The educator explained that the young children appear to be accustomed to being dressed by their parents and have not yet developed the ability to dress themselves. LO reminded the educator that creating opportunities for young children to learn self help skills should be integrated into daily routines at the Centre. Physical child guidance can be seen as a harmful action and this practice is not permitted as per CCLR S. 52.

  • LICENSING / Posting and Advertising of License and CertificateNon-critical

The certificates, or copies of certificates, of early childhood educators and assistants are prominently displayed in the facility. [CCLR 11(4)]

Observation. Licensing observed several expired ECE and ECEIT certificates posted on the wall. Several ECE certificates belong to staff members who are no longer employed.

  • RECORDS AND REPORTING / Care PlansNon-critical

For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

Observation. Licensing observed 4 medications being stored in their designated bag (i.e. 2 epi pens, 1 antihistamine, 1 inhaler). Licensing was unable to locate or review any care plans that were assigned to each medication. When asked an educator, they appeared uncertain about what the care plan was intended for. Care plan must be developed and kept on site for each child requiring extra support. Additionally, the program must ensure that all staff members are made aware of the intend and implementation of the care plans to support the individual needs of the children.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

Observation. Licensing observed the following: *a latch securing the gate leading to the secondary outdoor space with a sandbox, was not fully engaged when closed. *wild mushrooms were widely spread and growing in this secondary outdoor space. *loose wire protruding at the bottom of the main entry gate. *several unsecured siding screws on the wooden fencing behind the climbing structure.

  • POLICIES AND PROCEDURES / Emergency Training and EquipmentNon-critical

There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

Observation. The emergency preparedness supplies had been expired since 2022.

  • STAFFING / Additional criminal record checksNon-critical

I can't thank the staff enough for their genuine care and attention. My daughter learned so much and they are truly family. Very well run, wonderful menu and engaging activities that my daughter grew so much from. We were so sad when she aged out! Highly recommend.

We are so grateful for the teachers and our Creekview community. There was so much attention to the children and we credit a lot of our child’s development to her experience there. She has transitioned really well into preschool because of the foundations she build at Creekview!
