Observation. Licensing Officer observed that an ECEA certificate is not prominently displayed within the facility for 1 staff.

Observation. Licensing Officer observed medication for two children with a life threatening allergy did not have a Request for Administration of Medication form on file.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing Officer observed the following: -The facility walls and window ledges are showing visible signs of wear and tear. In two classrooms, the paint on the window ledges and the wall below is chipped, exposing the drywall, and the ledges appear to have water stains and are in poor repair. In addition, the walls in one classroom appear stained and do not appear to be easy to clean. -Two adult sized chairs are in poor repair, as the leather on the seats and armrests has peeled away, exposing the underlying cushion. In addition, the leather on the armrests is torn, revealing portions of the wooden framing. These chairs do not appear to be in good repair and do not appear to be easy to clean. -In one of the washrooms, Licensing Officer observed a roll of paper towel which is intended for use in the wall mounted dispenser however it was placed on top of multiple dirty trays. As a result, children were required to hold the entire roll in order to tear off a single piece to dry their hands, creating an unsanitary practice and increasing the risk of contamination. A discussion took place with the staff and manager regarding the importance of providing paper towels in a manner that is both accessible and sanitary to support proper hand hygiene practices.

Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]
Observation. Licensing Officer observed that the children’s nap mats and bedding in the nap room were touching one another, creating a risk of cross contamination. A discussion took place with the manager regarding the importance of providing adequate spacing between each nap mat to help prevent the spread of illness.

Observation. Licensing Officer observed the following: -In one of the children’s washrooms, the Licensing Officer observed miscellaneous items stored on the top shelf above the sink area, creating a risk of an item falling onto a child below. -In all of the children’s washrooms, the Licensing Officer observed cleaning equipment such as brooms and dustpans stored between or beside the toilets, which poses a risk of harm should the equipment fall onto a child. During the visit, staff removed the cleaning equipment from the washrooms.

Observation. In one of the children’s washrooms, the heated water accessible to children was observed to be too hot.

Observation. Licensing Officer observed the following: -a life threatening allergy care plan was completed for a child whose diagnosis is asthma, indicating that the care plan does not accurately reflect the child’s identified health needs. -two incomplete care plans for children with a life threatening allergy, indicating that required information has not been fully documented -evidence that three care plans have not been reviewed with a parent at least once per year, as required. The care plans were last reviewed in July 2023, September 2024, and August 2025, indicating that annual reviews have not been consistently maintained.
