    Observation. A fire drill was not implemented in November 2024 and October 2025. A discussion was had with staff, in regards to the requirement of completing a fire drill every single month, and the emergency plan (not limited to earthquake) at least once a year. A November fire drill was implemented on November 27 2025, prior to this report being written. LO explained that an earthquake drill does not replace the fire drill for the month, or vice versa.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. *A flat wall heater that is angled directly over the diapering area was hot to the touch during today's visit. While the exact temperature is unknown CCFL was unable to hold a hand to the surface of it for any length of time and expressed concern to the manager that a child may inadvertently burn themselves should a hand or foot come into contact with the hot surface during a diaper change.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. *A large easy chair in the nap room was positioned below 2 mini trampolines suspended from the ceiling. The trampolines have become climbable due to pillows and cushions piled on the chair. *CCFL observed caution tape that had been used as Halloween decorations hanging throughout the outdoor playground. Some of the pieces were long enough to create possible risk of entrapment.

    Observation. *Licensing observed a expired asthma inhaler in one child's emergency bag. *The location of life saving medications such as epi-pens and asthma inhalers was not noted on the care plans.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. *Licensing observed partitions between the mats in the nap room that were broken in places and partially mended with duct tape. The partitions are no longer in good repair.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. *Licensing did not observe a thermometer in the kitchen fridge. The refrigerator must be maintained at a safe temperature of 4 degrees Celsius or less. *Licensing observed excess rope from a tire swing unsecured and accessible to children. This poses a possible risk of entanglement. *Licensing observed a hose used for water play hanging loosely from the top of a tree. This poses a possible risk of entanglement.

  • STAFFING / Character and skill requirementsNon-critical

    Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

    Observation. *The Manager was unable to provide Licensing with evidence that staff credentials have been verified or that criminal record checks and references had been checked. This information is generally collected at UBCCS head office, however the Manager should be in possession of a staff list and should be aware of the Educators credentials and status of expiry dates of certifications and checks.
