  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. There are some items stored on top of a shelf in the nap room, right beside some of the children's cots which can be a topple hazard.

  Corrective action. The staff will move the cot or the items.

  Observation. There are several classrooms with chipped paint on the walls.

  Corrective action. New panels will be installed this weekend to help protect the walls.

  Observation. Although the staff practice their emergency drills annually, the entire emergency plan is not implemented.

  Corrective action. The manager will review their emergency plan and staff training.

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. Care plans were not reviewed annually with the parent or any person requested to by the parent.

  Corrective action. The manager said that they will connect with the parents to review the care plans.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Upon review of several staff records, one was missing character references.

  Corrective action. The manager will obtain these references.

  Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.

  Corrective action. The manager said they will obtain this record.

  Observation. Facility over registered children, and the maximum capacity was exceeded in April 2025.

  Corrective action. Please revise your system to ensure maximum capacity is in compliance as depicted on your CCF licence.

  Observation. One out of three toilets was out of order in the Infant/Toddler washrooms since last week.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Cleaning supples and plastic bags under the sink were accessible to children during inspection in Infant/Toddlers classroom.

  Corrective action. Corrected during inspection. Staff locked the cabinet door to secure the hazardous items in it.

• LICENSING

  When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

  Observation. Group Child-care 30 Months to School Age care classroom doors were labelled as Preschool. Staff referred the groups as Preschool. Additionally, documentation systems were labelled as Preschool on it.It could be misleading to the families as the facility is not licensed to offer Preschool Service.

• A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.

  Observation. Facility staff used restraint for a child that was not authorized in child's care plan.

  Corrective action. Please provide a written response outlining corrective action plan by Dec. 30, 2024.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Beach was accessible to children under the classroom sink in two classrooms.

  Corrective action. Ensure that children do not have access to anything that may be hazardous for their health and safety.

  Observation. Floor carpet in two IT classrooms was visibly dirty and curled from one end and posing a tripping hazard.

  Corrective action. Ensure that a healthy and safe environment is provided to all children in care.

  Observation. One ECE/IT and two ECEA staff working in one of the IT classrooms. Manager said that she is waiting for ECE staff certificate form ECE registry.

  Corrective action. Ensure that staff to child ratio in all classrooms is meeting the requirement of Schedule E.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support.

  Corrective action. Ensure that information on children's care plan is complete for staff to follow directions or course of action.

  Observation. The entire path to the group child care (30 months to school age) outdoor play place is covered with a think layer of ice. The staff confirmed that they have been using this path to the playground.

  Corrective action. Ensure that a safe environment is provided at all times.

  Observation. Four staff members currently working in ratio do not have a valid early childhood educator certificate issued in BC.

  Corrective action. Ensure that all staff working in ratio meet the staffing requirements of the child care licensing regulations. Licensing reviewed the staffing exemption process.
