A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There are some items stored on top of a shelf in the nap room, right beside some of the children's cots which can be a topple hazard.
Corrective action. The staff will move the cot or the items.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There are several classrooms with chipped paint on the walls.
Corrective action. New panels will be installed this weekend to help protect the walls.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation. Although the staff practice their emergency drills annually, the entire emergency plan is not implemented.
Corrective action. The manager will review their emergency plan and staff training.
13071 - CCLR s.56(2) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plans were not reviewed annually with the parent or any person requested to by the parent.
Corrective action. The manager said that they will connect with the parents to review the care plans.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon review of several staff records, one was missing character references.
Corrective action. The manager will obtain these references.
12050 - CCLR s.19(1)(b) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation. A criminal record check was not obtained for one or more volunteers.
Corrective action. The manager said they will obtain this record.
12151 - CCLR s.19(5)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.
Corrective action. The manager said they will obtain this record.

Observation. One out of three toilets was out of order in the Infant/Toddler washrooms since last week.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Cleaning supples and plastic bags under the sink were accessible to children during inspection in Infant/Toddlers classroom.
Corrective action. Corrected during inspection. Staff locked the cabinet door to secure the hazardous items in it.
11200 - CCLR s.17 - LICENSING
When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. Group Child-care 30 Months to School Age care classroom doors were labelled as Preschool. Staff referred the groups as Preschool. Additionally, documentation systems were labelled as Preschool on it.It could be misleading to the families as the facility is not licensed to offer Preschool Service.

Observation. One ECE/IT and two ECEA staff working in one of the IT classrooms. Manager said that she is waiting for ECE staff certificate form ECE registry.
Corrective action. Ensure that staff to child ratio in all classrooms is meeting the requirement of Schedule E.

Observation. The entire path to the group child care (30 months to school age) outdoor play place is covered with a think layer of ice. The staff confirmed that they have been using this path to the playground.
Corrective action. Ensure that a safe environment is provided at all times.
