A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Insufficient supplies in the emergency evacuation kit. Licensee said that expired items were removed.
Corrective action. Licensee said that they will be adding missing items in the emergency kit.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of the facility were not clean, including: Multiage outdoor playground has lot of dirt sticking on the cement area and in the small shed accessible to the children. The staff said they do not use the playground. They take children out for walks.
Corrective action. Ensure that facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The folowing were observed during today's inspection; - A gasoline container in the outdoor play area - A metal plate with a nail exposing in the outdoor play area -Broken table top glass -Paint containers in the school age care closet accessible to children - A shelf under the TV and a black one in the corner in school age care room need to be secured
Corrective action. Ensure that a healthy and safe environment is provided to all children in care.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a multi bug killer spray in the school age care room on the toy shelf.
Corrective action. Ensure that children do not have access to anything that may be hazardous to the children.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. There were 2 ECEA staff working during inspection. None of the staff certificates were posted in the facility.
Corrective action. Ensure that all ECE/ ECEA staff certificates are prominently posted in the facility.
10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. There were no written directions specified by the parent regarding the administration of medication.
Corrective action. Ensure that all children files are complete.
16010 - CCLR s.53(1)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Review of daily staff schedule observed that there inn no ECE staff in GCC 30 months to school age care (3-5) between 8.30 am to 10.00 am. Upon arrival, there were two ECEA staff were working in the 3-5 program.
Corrective action. Ensure that ratio of employees and children is no less than that is permitted in Schedule E.
14030 - CCLR s.34(2)(b) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Licensing observed at child from Multiage classroom was left without supervision for about 5 minutes in the washroom that is in the washroom.
Corrective action. Ensure that an adequate supervision is maintained at all times.
14060 - CCLR s.39(1) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. No care plan available for a child requiring extra support.

19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Review of 7 children files observed that one child was missing immunization status on file. .

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was noted: -Multiple areas where paint touch ups are required: trim within multiple rooms, in particular bathrooms, peeling paint on lunch room door for Multi-Age room -Red table within School Age program has areas where the top melamine has peeled off, not allowing for the table to be easy to clean (non porous). -Outside there is a red wood fire truck structure where wood and paint is peeling. -Outside rainbow climbing structure multiple areas where the paint has started to peel.
Corrective action. Please ensure facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were noted at the time of inspection: -Toilet paper is not kept within a holder within all bathrooms that were inspected. This is not a hygienic practice -Toothbrushes are stored above the diaper changing area which is not the most hygienic location. -There was some water damage on the upper floor and above the entrance of the GCC 3-5 room, there is brown marks on the ceiling around some water damage water stains. This is potential for mold and needs to be addressed. -Cubby within the Multi-age room is not secured to the wall and can act as a topple hazard.
Corrective action. Please ensure a healthy and safe environment.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Children for both Group Child Care 3-5 and Multi-age program were napping within the same nap room. This is not a regular occurrence, however, it was explained that they were put together due to staffing and the needs of some new children who have started.
Corrective action. Please ensure children from different service types are not mixing at any point in time.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A child who requires a care plan due to a medical condition does not have a care plan which provides the facility with a course of action should the child require a medical intervention. Discussion had with staff about creating the care plan with the parents, providing in depth course of action and ensuring that the care plan is reviewed yearly. Please review to section 58 for more details.
Corrective action. Please ensure care plans are created for children who may have a medical condition that may require a medical intervention while in care.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Two staff who hold a Certificate with the ECE Registry do not have proof of verification on file.
Corrective action. Please ensure that all ECE and ECEA staff have proof of verification of their Certificates.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Some areas within the facility are starting to see some wear and tear, in particular there are many areas where the paint has started to peel on the corners of the walls and along the baseboards. Paint has also started to peel on the exterior along the bottom of the facility.
Corrective action. Please ensure facility is clean and in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The Licensee did not have a complete repayment agreement outlining the terms and conditions of refund to a person. Please note that this agreement must be given to the parents at the time of prepayment.
Corrective action. Please ensure facility that a complete repayment policy
13080 - CCALA s.19 - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One staff who was on site had an expired criminal record check. Facility has already applied to have it renewed at the beginning of March but had not yet received the updated results. Please note that this staff should not work alone with the children until an up to date criminal record check is obtained.
Corrective action. Please ensure staff files are complete.

Observation. During the inspection, it was observed that food that should be refrigerated was not.
Corrective action. Ensure appropriate methods of storing food is practiced to avoid illness that may occur if this isn't being practiced.

Observation. At the time of the inspection, there were 4 children present in the multi age program who were under the age of 36 months. One child did leave some time after Licensing arrived.
Corrective action. Ensure to be in compliance with Schedule E at all times.
14030 - CCLR s.34(2)(b) - OR SUPERVISION

Observation. The children in the group daycare program and the multi age program were eating lunch together in the lunch room. The Manager stated this has happened during outdoor play time as well and nap time.
Corrective action. Ensure children who are attending different programs are not mixed with other programs at any time. Different service types are not allowed to mix together at any time.
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
