- C10.3 - Is the facility compliant with temporary placement/retentions and the ratio of employees to children?Critical
Observation. A review of past attendance records showed that the capacity of the Group Child Care - School-Age program was exceeded on one day in the fall. A facility is licensed for a group size that has been determined based on the requirements of the Child Care Licensing Regulation. A method of ensuring that the group size is not exceeded is required.
- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. The facility had implemented changes to the previously-approved program times of operation and locations within the school, without approval of Licensing. Floor plan changes and updated detailed descriptions of the care programs are required to be submitted to Licensing immediately, with a new application to amend the licence to more accurately reflect the current operation of the programs.

Observation. One of the six children's files that were inspected did not include an emergency contact other than the parents. In a situation where the parents cannot be reached, it is important for the facility to have information for an alternate contact person. A method of ensuring that emergency contacts named are in addition to the parents. Outdoor play spaces are inspected by school maintenance staff, and child care facility staff. These inspections are not being recorded. A log of all outdoor play space inspections is required. A method of ensuring the inspections are logged on a daily basis is required.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. Two of the four staff files inspected were missing a statement of the immunization status of the employee. Written confirmation of whether or not an employee is immunized, and if those immunizations are up-to-date is a requirement of a complete staff file. A method of ensuring that staff files are complete prior to hiring an employee is required. There was no record of fire drills having been practiced by employees during this school year. It is a requirement that each employee of a licensed child care facility practices the fire drill system every month, and a complete emergency plan at least once per year. That practice is required to be recorded. A method of ensuring those practices are conducted and recorded is required.

Observation. Evidence of the employees' compliance with the province's immunization and tuberculosis control program was not available during the inspection.

Observation. Two of six children's files that were randomly selected for inspection were missing the children's personal health numbers. One of six children's files was missing the name and phone number of an emergency contact other than the parents. Children's records must contain all required information. Attendance records were observed to be missing some departure times. Times of arrival, departure and absence are required to be recorded for each child every day. A system for recording daily inspections of the outdoor play space exists, however the recording is not being completed. Daily inspections of the outdoor play space are required. All play space inspections must be logged.

Observation. Confirmation that references have been checked is required to be on site.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. A copy of the fire drill system must be posted so that all employees can view it easily when needed. A supervision plan is required for the new ramp in the school yard, so that all employees are aware of the risks and the necessary guidance around the new structure.

Observation. A discussion occurred regarding how children start in one room then move to another room. Staff confirmed that the children were not signed out of one room and in to the other. The images that a kept on file of the children are all in black and white. The registration form does not include hair/eye colour or other information that can be used to readily identify the child in an emergency. If the black and white photos will be the method of storing the images, hair and eye colour and other information need to be recorded either with the image or in the registration form.
