A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Outdoor Play Space: -A wooden activity board which is accessible to children is rotting, losing paint and curling at the edges. -A bicycle has a seat that is damaged. -Ride on toy with a broken steering wheel which is sharp to touch. -A large art installation on the fence has an area of extreme rot which is accessible to children. -A large plastic play house is broken in several places. -Chipping paint on the fence, accessible to children. -A planter box has split on the edges causing a pinching hazard. Indoor Play Space: -Rubber bumpers on a pillar are peeling and are ripped. -A storage basket has a broken handle exposing sharp edges.

Corrective action. Discussed establishing systems of self identifying maintenance needs of the physical facility, equipment and supplies.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. A metal transition strip in the outdoor play space without an effective mechanism to keep it flush to the ground is posing a tripping hazard. Additionally, the strip has sharp metal edges that are elevated off the ground making it a hazard that children can cut themselves on.

Corrective action. Eliminate tripping and cutting hazard.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed: -Staff did not change gloves in between diaper changes. -Children were not instructed to wash hands after toileting.

Corrective action. Discussed establishing systems of healthy and hygiene which includes hand washing protocols for staff and children.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. At the time of inspection, children were departing the site without being signed out. The Manager explained a system of sign in and out which would not accurately reflect times of arrival and departure.

Corrective action. Intent of record of attendance discussed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Of the four staff files reviewed, one did not contain evidence that the staff had complied with the province's immunization and TB control programs.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. 1 of 4 staff certificates reviewed was not verified.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. -Chipping paint accessible to children in the outdoor play space. -Broken window which is currently taped up. -The floor along the cubbies is unfinished and exposing concrete/drywall.

Corrective action. Ensure the community care facility and the fixtures within it are in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. -Bollards in the outdoor play space are covered with foam to mitigate risk of injury, however, the foam has come off the top exposing metal. -Cubbies are not anchored in anyway to mitigate risk of tipping. -A tall shelf with a microwave on it is posing a tipping hazard.

Corrective action. Ensure a healthy and safe environment is provided at all times.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. The 30 months to school age classroom which runs from 9 to 4 was identified as "Preschool Montessori Program" on the registration forms.

Corrective action. Ensure that the correct care type is identified in every aspect.

A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.

Observation. Medication stored in a space that is accessible by children.

Corrective action. Ensure all medications are in accessible to any child.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following were observed at today's inspection; - Toilet brush and plunger stored in washroom that was accessible to children. -There is gap between the rubber tiles on the ground in the playground.It was posing a tripping hazard.

Corrective action. Ensure that a healthy and safe environment is provided to children in care at all times.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. One staff ECE certificate was not posted in the facility.

Corrective action. Ensure that a copy of staff certificate is prominently posted in the facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. One staff was missing character references on file.

Corrective action. Ensure that all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. One staff was missing verification of ECE certificate on file.

Corrective action. Ensure that all staff files are complete.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. The facility amended their Community Care Facility Licence to operate two classrooms of Group Child Care (30 months to school age) and proposed a full day care schedule for the amendment. Licensing observed that one of the classrooms has been advertising and operating as a preschool program. The morning class is operating from 9.00 am to 1.00 PM and the afternoon class operates from 1.30 PM to 4.00 PM. Children's registrations indicate that parents are registered for a preschool program. Additionally, the attendance sheet is labelled as a preschool class. The Manager said that this classroom is identified as a preschool program, when families are touring the facility.

Corrective action. Please ensure to identify, advertise and offer the service type that is depicted on the facility licence. If you wish to operate a Preschool program, please amend your licence.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following hazards during inspection today; -Broken play house in the playground -Broken chalk board in the playground - Hardwood floor was missing piece and uneven surface in the cubby area

Corrective action. Ensure that facility clean and in good repair while children are in attendance

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following were observed during inspection; - Plastic bags accessible to children in preschool classroom - Furniture was placed close to fence that is covering hwy #10. Furniture is posing a risk of children climbing. It was discussed during initial inspection to keep any climbable items away from the fence.

Corrective action. Ensure a healthy and safe environment is provided to children while in attendance

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. A working in 3-5 classroom has ECEA certificate that was not posted in the facility.

Corrective action. Ensure ECE staff certificates are prominently posted in the facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. The Manager was unable to locate fire drill records for last 12 months.

Corrective action. Ensure facility records are maintained at all times.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Review of 10 children files observed 2 children were missing a photo or digital image to identify the child in case of emergency.

Corrective action. Ensure all children files are complete.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 10 children files observed one staff was missing doctor's phone number on file.

Corrective action. Ensure all children files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for two employees.( repeat contravention)

Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of 6 staff files observed 4 staff did not have a valid criminal records clearance on file. ( repeat contravention)

Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Review of 6 staff files observed one staff was missing character reference on file.

Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Certificate of two ECE staff were not verified.

Corrective action. Ensure all staff that hold ECE qualifications have their certificates verified using systems by ECE registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was incomplete for one employees.

Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

Observation. One staff was missing evidence of Responsible Adult training and skills on file. ( repeat contravention)

Corrective action. Ensure all staff files are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. No records of attendance was found for school age care at the time of inspection.

Corrective action. Ensure to keep children attendance records including required information on it.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of two school age staff files observed that one staff has non-site specific criminal records clearance (CRC) on file.

Corrective action. Ensure all staff files are complete prior to their start of employment. Staff without valid CRC cannot be work alone children until CRC is obtained. .

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Licensee hired a manager in July 2021. Manager's name is not posted in the facility. Staff said they have never met with the manager and they report all the childcare operational matters to the facility director.

Corrective action. Ensure that manager's name is displayed in the facility.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Review of 10 children files observed 2 children were missing date of enrollment on file.

Corrective action. Ensure children file are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. There were no records of attendance for school age care program.

Corrective action. Ensure to keep records of attendance for all children attending in care program for each day indicating their arrival and departure time. If not in attendance records their absence for the day.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 10 children files observed 2 children were missing doctor's phone number on file.

Corrective action. Ensure children files are complete.

A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

Observation. There was no documentation for the staff working in school age care program. The copies of criminal records clearance, character reference, resume, certificates of training and immunization was not found on site.

Corrective action. Ensure that staff documentation is obtained and kept in the facility during their employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of 3 staff files observed that manager and one staff's criminal records clearance (CRC) was not site specific. One staff has RCMP copy of CRC that is not valid for individuals working with children.

Corrective action. Ensure staff files are complete and criminal records clearance documents are obtained under Criminal Records Review Act.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Review of 3 staff files observed one staff is missing verification of her Early Childhood Educator certificate.

Corrective action. Ensure staff files are complete.
