A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed the following in one of the bathrooms that are accessible to children in care; - two diaper rash creams in an unlocked drawer - a bleach and water solution bottle on the diaper change table

Corrective action. The Manager moved the diaper rash creams and bleach and water bottle out of children's reach

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed that the emergency drill was not recorded for the year 2025. The Manager said that the emergency drill was practiced but forgot to record it.

Corrective action. The Manager will ensure that all emergency drills are recorded.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Upon a random review of three children's records, Licensing observed the following; - the name and telephone number of a medical practitioner was not obtained for one child - emergency contact information was not obtained for one child

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Upon a random review of three children's records, Licensing observed that the medical insurance plan number was not obtained for one child. Licensing discussed with the Manager what would meet the intent of this regulation.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon a random review of three staff records, Licensing observed that references were not obtained for one staff.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon a random review of three staff records, Licensing observed that two staff's certificates have not been verified through the early childhood educator (ECE) registry.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following; - A wooden tall play kitchen in the outdoor area that is not secured. Potential to fall on a child and injure them. - Five cubbies that are not secured.

Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

Observation. Licensing observed the following accessible to children in care; - Epi-pen in the emergency backpack hanging on a low hook. The Manager said that they will move the hook higher so that it is out of the children's reach. - a diaper rash cream in a unlocked plastic drawer in one of the bathrooms. - bleach and water solution bottle in one of the bathrooms

Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. New Manager's name not posted anywhere in the facility.

Corrective action. The Manager will post their name as the new Manager.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Upon discussion with the Manager, Licensing confirmed that an early childhood educator assistant (ECEA) works alone in the morning for half an hour. The Manager thought that for the first and last half hour an ECEA could open. Licensing explained when that section of the regulation would apply.

Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

Observation. Upon a random review of three children's records, Licensing observed that one child's emergency contact information has not been obtained. Licensing explained what would meet the intent of this regulation.
