A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed the following in the group child care ( 30 months to SA) program; - a big carpet that has frayed along one side and rip on a corner - a wooden train table where the paper has ripped in a couple of areas at the top
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. A tall fan in the group child care (under 36 months) nap room. Potential to fall on a child and injure them.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a random review of three staff records, Licensing observed that one staff's certificate has not been validated through the ECE registry.
Corrective action. The Manager said that they will validate the staff's certificate and place it in their file.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Licensing was informed that a staff has received a new ECE certificate. However, a copy of the certificate has not been obtained.
Corrective action. The Manager said that the staff has emailed the certificate to them. The Manager will print it off and place it in the staff's file.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - the resilient surfacing under two plastic slides isn't sufficient. The grass that was the resilient surfacing has died and there are many patchy areas. The Manager said that they are planning on fixing the surfacing in the summer. - A rubber mat on the outside cement area is curled at corners and along one side. Tripping hazard. - The fridge in the group child care (under 36 mnths) program was measured at 11 degrees Celsius. Licensing explained that the fridge temperature should be between 0-4 degrees Celsius.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - Diaper change mat in the group child care (under 36 mnths) ripped. - A wooden airplane broken at the top and a plastic ride car is cracked in one area.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed brown marks and stains on the diaper change mat in the group child care (30 mnths to SA) program.
Corrective action. Ensure that a program is established and practiced regarding health and hygiene.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed the Manager recording the past months fire drills. Licensing had a discussion with the Manager that the fire drills should be recorded when they are done and not when Licensing is on site conducting their inspection.
Corrective action. Ensure that fire and emergency drills are recorded on the days that they are implemented.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Upon a random review of five children's records, Licensing observed that there is a child in care that has an allergy and medication however, there is no care plan available for the child requiring extra support. Licensing discussed the importance of ensuring that any child requiring extra support have a care plan in place along with all the medication that is required for the child.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of five children's files, Licensing observed that the following; - two children's record missing the doctor's information - two children's records missing the emergency contact information
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed that there are two children that have a care plan in place however, the care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a random review of five children's files, Licensing observed that the date of enrolment was not recorded for two children's records.
Corrective action. The Manager will record the start dates for the files.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records fro the month of June 2024 Licensing observed the following; - one day that children's time of departure were not recorded. - six days that children were not identified as absent. Licensing had a discussion on the intent of attendance.
Corrective action. Ensure that attendance records are accurate on a daily basis.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted at the time of inspection: -Change pad in infant toddler has started to crack, not making it easy to clean. -Toilet paper roll within GCC 3-5 program is not within the toilet paper holder. -White shelving within GCC 3-5 program needs to be secured as they can act as tipping hazard. -Wood armoire within GCC 3-5 program needs to be secured -Dip within the dirt in the outdoor play space can act as a tripping hazard. -Toilet brush accessible within Infant Toddler program.
Corrective action. Please ensure a healthy and safe environment.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Manager's name is not posted for the public to see.
Corrective action. Please ensure Manager's name is posted within the prominent location.
10050 - CCLR s.11(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. There are currently 3 children under 36 months attending the GCC (30mos-School Age) program. There was a misunderstanding in regard to section 2.1 of the CCLR and Manager thought that the 3rd child could start. Discussed an exemption. Exemption paperwork submitted at the time of inspection.
Corrective action. Please ensure the facility meets the requirements set out within section E of the CCLR.
14020 - CCLR s.34(2)(a)

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. There is only one staff within the Infant Toddler program who has their Early Childhood Educator Infant Toddler Certificate (ECE IT). Another staff recently completed the IT program, however, they are still waiting for their Certificate and the Verification still indicates that the staff is only ECE Certified. This staff cannot be considered an ECE IT until they obtain the physical copy of their Certificate. IT Certified staff does not work the full day, therefore, there is a time during each day where there is no Infant Toddler Certified staff working within the Infant Toddler program. Discussed with the Manager an option of submitting a staffing exemption.
Corrective action. Please ensure that the staff to child ratio is according to Schedule E of the Child Care Licensing Regulations.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted: -Paint on the corner of a wall was starting to peel within the Infant Toddler program. -Some stickers on the wall have started to peel. -Shed door is broken and can be hazardous to the children in care. -Broken toy stored within the play area.
Corrective action. Please ensure facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. No thermometers were available within the fridge within the Infant Toddler program. Discussion had about having a thermometer available in order to ensure that the fridge temp is 4 Degrees Celsius or below.
Corrective action. Please ensure a healthy and safe environment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for one employee.
Corrective action. Please ensure staff files are complete.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. Please ensure staff files are complete.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. All staff do not have site specific criminal record checks.
Corrective action. Please ensure criminal record checks are specific to the facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. All staff who have Certificates did not have proof of verification. While on site, LO showed Manager how to verify staff Certificates.
Corrective action. Please ensure proof of verification is available for review in order to confirm compliance.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. When Licensing inquired about the Emergency Drill, Manager was familiar with the address but did not know where it was located or whether it was the address of a building. Discussion had about ensuring that Manager and staff are familiar with Emergency protocols.
Corrective action. Please ensure staff are trained in the implementation of the Emergency drill.
