Observation. Licensing observed the following that are accessible to children in care; - unlocked bathroom cupboard with cleaning solutions - tall metal ladder under the staircase in the outdoor play area - a sharp nail/screw sticking out of the door to the boiler room

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A tall drawer shelf in the main play area that is not secured. Tipping hazard.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - overgrown weed in the woodchip area of the outdoor playground - wood has splinter at the bottom of the entrance door

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. A big plastic play kitchen blocking a doorway that is part of the emergency plan escape route.
Corrective action. The Manager will move the play kitchen out of the doorway.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the following in the outdoor play area; - a rusted water table with rain water in it - moss growth on the big wooden structure - paint and wood chipped in several areas of the big outdoor wooden play structure

11190 - CCLR s.16(4)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the sleeping mats with bedding on them, stacked against each other touching. Potential spreading of germs.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Upon arrival Licensing observed a child roaming around alone in the outdoor play area. Licensing took the child to the front door of the facility. The Staff said that the child gets picked up from school by a staff from the other center and then walks over to the community care facility as the staff supervises from the door. However, there was no staff supervising the child as he walked to the facility
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
14060 - CCLR s.39(1) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The following were not at the community care facility; - two children's files - the policies and procedures

19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Children are not identified as absent when not in attendance.

19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of two staff records, Licensing observed that one staff's new certificate was not verified through the ECE registry.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - A carpet in one of the play rooms curling at one corner. Potential tripping hazard. - The wooden fence has two broken panels.
Corrective action. The Manager has bought new wooden panels and waiting to get them installed.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the emergency drill was not conducted in 2024. The Manager said that an emergency drill was conducted in summer 2024 however, not recorded.
Corrective action. The Manager will ensure that all drills are recorded.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Upon discussion with the staff, Licensing observed that the staff was unaware of where the fire extinguisher was located. The staff was also unknowledgeable if there were any emergency supplies and where they were located.
Corrective action. The Manager will ensure that all staff are aware and trained in the emergency plan.
12180 - CCLR s.22(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of one staff records, Licensing observed that the staff's references have not been obtained. Licensing discussed what would meet the intent of this regulation.
Corrective action. The Manager will confirm that the references have been checked.

Observation. Water temperature in children's washroom ( sink) was measured at 50 degree Celsius.
