A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - the kitchen without a lock that has many cleaning solution bottles on the counter.The Manager said that there was a lock on it but was removed by someone. - A bucket of sunscreen. The Manager moved the bucket and placed it on top of a shelf. CORRECTED
Corrective action. The Manager will install a velcro lock to make the kitchen inaccessible.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the rubber on two tricycles handles are no longer in place exposing the metal under that has rusted and sharp edges.
Corrective action. The Manager said that the tricycles are going to be thrown out.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed several sleeping mats that are ripped exposing the foam underlay.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): Licensing observed that the emergency drill was practiced in 2024 but not recorded for the group child care (SA) program.
Corrective action. The Manager recorded the emergency drill for 2024

14360 - CCALA s.7(1)(b)(i) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. The facility was informed about an incident regarding staff's interaction with a child; however, the licensing officer was not notified within 24 hours that a child may have been involved in a reportable incident as described in Schedule H as required.
Corrective action. A written response to be submitted to licensing on how this contravention will be addressed.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - A Lysol wipe container on the counter accessible to children in care. The Licensee corrected this by removing the wipes into the kitchen area. - Fan sitting on top of a toys shelf and potential to fall on a child.
Corrective action. A written response to be submitted by the Licensee on how part of this contravention will be addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - Two sleeping mats ripped and the foam underlay is all exposed and coming out. - Plastic basketball hoop, in the outdoor play area, has cracked and broken. The Licensee said that a new one has been and will put out and dispose of the broken one. - A tricycle handle's rubber has come off exposing the sharp metal underlay. Potential for a child to cut themselves.
Corrective action. A written response to be submitted by the Licensee on how this contravention will be addressed.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Licensing observed that there was a minor incident log book available but no entries in it. There were many pages ripped out of the bond book. Licensing had a discussion with the Licensee explaining that the minor incident log book needs to be maintained and the importance of it.
Corrective action. The Licensee will ensure that the minor incident log book is regularly used.
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance record for the month of May, Licensing observed that children were not identified as absent in the group child care (school age) program in the mornings.
Corrective action. The Licensee will ensure that children are identified as absent.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon a random review of four staff records, Licensing observed that immunization status was not obtained for one staff.
Corrective action. The Licensee will have the staff complete the immunization status form.

Observation (CORRECTED DURING INSPECTION): 7 children were signed into the GCC 3-5 program and 8 children were in care. Noted as a contravention in previous routine inspection. Manager signed the child in while LO was on site.
Corrective action. Please ensure children's attendance is accurate and complete.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): When Licensing arrived, two emergency exit doors within the nap/play room were locked with padlocks and a bin and mat were blocking one of the doors. Manager stated that on Mondays they remove the padlocks for the week but had forgotten carry out this task in the AM upon arrival. Padlocks were removed from the door and items were moved to a different location at the time of inspection. This is a repeat contravention.
Corrective action. Please ensure emergency exits are not blocked or locked with a padlock.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted at the time of inspection: -Areas not regularly cleaned (i.e. Top of heaters, windowsills, etc) are in need of a good clean. Discussed creating a monthly schedule to address those areas that are not cleaned daily. -Some tables have been worn down to where there is no longer a non porous varnish on the top. As the paint has worn off, the table is more porous and harder to clean and sanitize. Please ensure the table tops are a non porous material, which allows for easier cleaning and sanitizing.
Corrective action. Please ensure facility is clean and in good repair.
11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): When Licensing arrived at the facility, 4 children had been signed into the facility, one of which was signed out earlier in the day. A head count indicated that there were 6 children in care, 3 of which had not been signed in when they arrived. Staff signed the children in at the time of inspection. Discussion had with staff about ensuring attendance is accurate.
Corrective action. Please ensure attendance is complete with children being signed in upon arrival and signed out at departure.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted: -bathroom in need of additional cleaning, visible dirt marks on stalls, walls, top of radiator. -Hallway walls of the facility are also in need of some cleaning. -Multiple toys in the outdoor play space are broken, missing seats or rusted. -Plastic outdoor climber has a broken step.
Corrective action. Please ensure facility is clean and in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were noted: -Flat screen TV is stored in top of a shelf and not secured. -Hazardous substances were accessible - Sanitizer spray bottle in cupboard under bathroom sink, Lysol spray stored by drinking water and cups.
Corrective action. Please ensure a healthy and safe environment.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing noted that there were multiple items blocking the two emergency exit door with in the GCC 3-5 program, as well, a padlock and latch have been installed.
Corrective action. Licensing has asked the Licensee to remove items that are in front of the doors and to remove the padlocks. Please contact the fire department discuss whether they would approve of having a latch on the emergency doors.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. There is a child at the facility who has an severe allergy and requires a care plan.
Corrective action. Please ensure that a care plan with clear course of action is created with the child's parent. This is so staff know exactly what to do should the child have an allergic reaction. Please ensure that this care plan is reviewed yearly.
