    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following; - several sleeping mats ripped. Some of the mats have tape on them but the tape is ripping off. - there is a piece of wood along the wall in the group child care (30 months to SA) nap room, that is coming off the wall.

    Corrective action. A written response to be provided to Licensing on how this contravention as been addressed.

    Observation. Licensing observed the following; - in the group child care (30 months to SA) playground, a cement area that is not leveled and has an open/broken section between one cement area to another. - Laminate flooring in the group child care (SA) program has lifted causing a bubble The above are potential tripping hazard.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following, in the group child care (SA) program, that are accessible to children in care; - a cleaning sponge containing chemical ingredients in an unlocked bathroom cupboard. - medicine, in one of the staff's personal bag which was hanging on a hook in the main play area. The staff moved the bag to a higher location where children were unable to access.

    Observation. Licensing observed a potty training seat on the ground beside a toilet in the group child care (30 months to SA) bathroom.

    Corrective action. The Manager will ensure that the training seats are on the toilet seat and not on the ground.

    A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.

    Observation. Upon a discussion with the Manager, Licensing observed that the facility no longer provides food to the children. However, the Manager was unable to provide Licensing the policies to review regarding food and drink. Licensing discussed that if any changes are made the policies need to be updated to reflect the care facility's practices.

    Corrective action. The Manager will create a new food and drink policy and email it to Licensing to review.

    A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.

    Observation. Upon a discussion with the Manager and review of the attendance records, Licensing was informed that a child no longer attends the community care facility. However, there was no record of the child's last date of withdrawal. Licensing reviewed and provided education on this regulation.

    Corrective action. The Manager will record the last date of attendance for the child

    Observation. Upon a review of the attendance sheet for the month of July 2025, Licensing observed three days that children's time of departure was not recorded.

    Corrective action. The Manager will ensure that the attendance sheets are accurate on a daily basis.

    Observation. Upon a random review of four staff records, Licensing observed that two staff's certificates were not validated through the early childhood educator (ECE) registry.

    Observation. Licensing observed the following; -a stereo cord accessible to children in the group child care (under 36 months) shelf. Potential for a child to pull it, and the stereo fall on them and injure them. - Two TV not secured. Potential to fall on the children and injure them. - several carpets in the group child care (30 months to SA) nap room curling up at corners. Tripping hazard. -two skipping ropes hanging on the chain link fence in the group child care (30 months to SA) program. Potential strangulation hazard. -a green carpet in the group child care (30 months to SA) playground that is folded over in the middle. Tripping hazard. -a foam square curling up in the group child care (under 36 months) outdoor play area. Tripping hazard. -three tall fans in both group child care classrooms. Potential for a child to bump into them and have them fall on them and injure them. - The fridge temperature, where children's food is stored, measured at 9 degrees Celsius.

    Corrective action. A written response to be submitted to Licensing by the Manager on how this contravention will be addressed.

    Observation. Licensing observed the following; - three panels broken and detached from the wooden fence in the outdoor playground. -paint chipping in several areas inside the facility. -in the group child care (30 months to SA) nap room has dirt and debris all over the floor. - some light switches dirty with stains on it. - a wooden table and wooden play kitchen chipped in the group child care (30 months to SA) program. - four wooden chairs wobbly and not sturdy.

    Observation. Licensing observed the following; - A training foam toilet seat on the ground in the group child care (under 36 months) bathroom - all the bedding in the group child care (30 months to SA) nap room touching one another. Cross contamination and spreading of germs.

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Licensing was informed that the infant and toddler (I/T) staff leaves at 4:30 each day and an ECE staff works alone with the children for 1/2 hour at the end of the day. The Manager said that the I/T children and group child care (30 months to SA) program combines for the last 1/2 hour when the I/T staff leave. However, upon discussion with the ECE staff Licensing determined that the programs are not combined and the ECE staff keeps the I/T children in the group child care (under 36 months) class. Therefore, the staff to child ratio for the service type is not maintained. Further discussion on mixing two different care programs had.

    Corrective action. A written response to be submitted to Licensing by the Manager on how this contravention will be addressed.

    A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

    Observation. Licensing observed that the fire extinguisher has not been serviced annually. The extinguisher was last serviced on June 23/23.

    Corrective action. A written response to be submitted to Licensing by the Manager on how this contravention will be addressed.

    Observation. The following were noted: -School Age program is in need of some cleaning where there is some debris in the corners. -Broken toys (tricycle with broken seat), colored wood chairs that are peeling and in disrepair within the outdoor play space. -Play house needs to be secured as the pieces are starting to come undone and could topple if not pushed back together.

    Corrective action. Please ensure facility is clear and in good repair.

    Observation. The following were noted in the outdoor play space: -Some bins were stored on some shelving on top of one another and can act as a topple hazard. -There are some concrete umbrella weights that are currently not being used but could be hazardous if a child falls onto them or trips over them. A discussion was had about moving them out of the way when not in use. -There are some areas in the Infant Toddler play space where there is some green turf that has started to ruffle and can act as a tripping hazard.

    Corrective action. Please ensure a healthy and safe environment.

    Observation. Three children were observed to be missing a photo. Licensee indicated that they did have photos on the computer but then had some issues with getting them printed. When the staff went to look for the photos on the computer they could not be found. The photos were located after Licensing left the premises.

    Corrective action. Please ensure all children have a photography readily available in case of emergency.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. One child is noted to have some allergies, however, there has been no care plan created to indicate what the facility needs to do should the child come in contact with this food. A discussion was had with the staff about creating a care plan with the parent which explains the course of action. Care plans are required to be reviewed yearly for updates.

    Corrective action. Please ensure children who have allergies or require extra support have a care plan in place, created with the parents clearly indicating the course of action that must be followed should circumstances arise.
