A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed a big foam triangle that is ripped in some areas.
Corrective action. The Manager will discard the foam triangle.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - a tall doll house in the outdoor play area that is not secured. Potential to fall and injure a child. - the temperature of a small fridge in the group child care ( under 36 months) classroom was measured at 7.5 degrees Celsius. Licensing discussed with the staff and Manager that the fridge temperature needs to be between 0-4 degrees Celsius.
Corrective action. The Manager will dispose the tall doll house and move the children's milk from the small fridge into the bigger fridge in which the temperature is between 0-4 degrees Celsius.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed the following that are accessible to children in care; - two diaper rash creams in an unlocked bathroom cupboard. - two sunscreen spray bottles children's cubbies
Corrective action. The bathroom cupboard was locked and the sunscreen bottles were moved out of children's reach by staff.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed that the fire extinguisher was supposed to be serviced in June 2025 however, has not been serviced.
Corrective action. The Manager said that the fire extinguisher is scheduled to be serviced on July 11, 2025
13010 - CCLR s.22(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a random review of four staff files, Licensing observed that references were not obtained for two of the staff. Licensing discussed, with the Manager, what would meet the intent of this regulation.
Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.

Observation. Licensing observed the following; - In the group child care (under 36 mnths) playground, a plastic tunnel that is broken causing sharp edges. Potential for a child to cut themselves. - Two diaper change mats, in the group child care (under 36 mnths) program, are ripped at the corners. Unable to effectively sanitize. - Several sleeping mats, in the group child care (30 mnths to SA) program, are ripped at the corners. Unable to effectively sanitize.
Corrective action. A corrective action plan to be submitted by the Manager.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - A diaper rash cream in an unlocked bathroom cupboard in the group child care (30 mnths to SA) program. - Two long metal pipes and several long renovation plastic sheets behind the shed in the group child care (30 mnths to SA) playground.
Corrective action. A corrective action plan to be submitted by the Manager.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed children's sleeping blankets stored on top of one another in the group child care (30 mnths to SA) closet. Potential of cross contamination and spreading of germs.
Corrective action. The Manager said that the blankets will be stored on the children's cots and make sure they don't touch one another.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that two staff's certificates have not been posted anywhere within the community care facility. A staff informed Licensing that there was no ink to print copies of the certificates.
Corrective action. The staff said that once the ink is replaced copies of the staff's certificates will be made and posted on the board at the entrance.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that all the food and water in the emergency bin has expired. The Manager said that they have asked all parents to provide a personal recovery bag by May 1/24. Licensing explained that the emergency bag needs to be in place for all children prior to the children attending the facility. Provide suggestions on ensuring that there is sufficient food and water for all children and staff for 72 hours,.
Corrective action. The Manager said that they have arranged for another staff to purchase food and water for the emergency bin.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon a random review of three staff records, Licensing observed that two staff's criminal record check (CRC) has not been obtained.
Corrective action. The Manager said that they have applied for the staff's CRC but has not received it.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Upon a random review of three staff records, Licensing observed that two staff's certificates have not been verified through the ECE registry.
Corrective action. A corrective action plan to be submitted by the Manager.

Observation. The following items were observed: -Entry gate to the infant toddler room is broken -Some sleep mats within both service types are cracked at the edges making them difficult to adequately clean. -Storage door within GCC 3-5 bathroom is has been broken off.
Corrective action. Please ensure facility is clean and in good repair.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two children with care plans were missing specific details in regard to symptoms. Care plans have also not been reviewed with the parent yearly. Discussion had with Manager in regard to the requirements of creating the care plan with the parent and reviewing the care plan yearly.
Corrective action. Please ensure care plans are easy to follow and complete.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. The following were noted at the time of inspection: -TV that is used on occasion is stored on a table which is wheeled into the main play space when used. TV is not secured to the table and can act as a tipping hazard. -Climbing structure is situated less than 6 feet from the concrete walk-way, not allowing for enough clearance should a child fall from the structure. Discussed moving the structure to an area where there is adequate clearance all around the structure. Manager stated that they may remove it from the play area. -Some wood furniture has become rough or sealant on the top has removed over time, not making them easy to clean. Facility indicated that they have this on their maintenance list and plan to refinish or replace the wood top.
Corrective action. Please ensure furniture and equipment is safe and in good repair.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted at today's inspection: -Some areas where paint touch ups are required on the walls of the facility (facility has plans to repaint the facility in the future), indicated that they have been adding some circle stickers to address the areas that need touch up as a temporary solution until the space is repainted. Please address the current areas where the paint has started to chip. -Lid for garbage can in the IT room is missing.
Corrective action. Please ensure facility is clean and in good repair.

The following were noted at today's inspection: -Visible dirt build-up on carpet near the gate within the infant toddler program. -Broken toilet within the GCC 3-5 program. -Area where paint touch ups are required (i.e. small sections where paint is peeling on walls, peeling trim) -Visible dirt noted on gates, window sills in IT room, please ensure a cleaning schedule is in place to address these areas. -Broken fence slat at the back of the outdoor play space.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were noted at today's inspection: -Shelf that is stored on top of a short hand sink that is no longer used (or required) is not secured to the wall and could be a topple hazard if pulled by a child. -One of the large garbage cans within the Infant Toddler bathroom which contained used diapers does not have a cover. -Red spray bottle used in the diapering area is not labelled to indicate it's contents. -Two climbing plastic climbing structures do not have 6 feet clearance and are quite close to the wood perimeter around the resilient flooring. Discussion with staff about options on where to move them (Please refer to the standard of practice for safe play space) for additional direction.
Corrective action. Please ensure a healthy and safe environment.

A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. While conducting a walkthrough at today's inspection, Licensing observed two children who were not sleeping in furniture/equipment that was appropriate for their size, age and development. -One child was observed to be sleeping in a stroller, staff indicated that this is where the child sleeps as the staff have to take the child for a walk in the stroller in order for the child to fall asleep. Child is then kept in the stroller for the duration of their nap. -One child sleeps on a staff for the duration of their nap. This is also part of the daily napping routine for this child. In addition to these children not using an appropriate piece of equipment for their naps, staff are then not able to be as flexible in providing care or carrying out other duties during this time.
Corrective action. Please ensure that children sleep in furniture that is appropriate for their size, age and development.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -The rubber tiles in one area of the outside play space were coming up posing a tripping hazard. -The rubber surface by the cement hill path has developed a pot hole and poses a tripping hazard. -The slide on the rubber surface by the cement hill path did not have 6 feet clearance around it. (DOLSOP - Safe Play Space). -An unwound hose sprawled on the ground in the outdoor play space, posing a tripping hazard.
Corrective action. Please ensure that a safe environment is provided at all times while children are under the supervision of employees.

Observation. At the time of inspection there was an ECE certified educator present. The certificate posted for that staff was an ECE Assistant certificate.
Corrective action. Ensure that current certificates are posted for any educator or assistant employed to work in the community care facility.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. At the time of inspection there was one staff present, who's first aid had expired July 2019.
