A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. It was observed in the baby and toddler rooms that there are walls with chipping paint.
Corrective action. The Manager said that they already have a plan to address the chipped paint.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Upon review of all 5 bathrooms accessible to children, 3 of them had hot water measuring more than 49° celsius.
Corrective action. The Manager said that they will check the hot water regulator.
11230 - CCLR s.47 - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. There were garbage bins with no lids in one of the bathroom that contained dirty diapers.
Corrective action. Please ensure that soiled diapers are discarded in a covered bin.
15010 - CCLR s.14(4)(a) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Upon review of 11 children's files, 3 were missing a consent from parents to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Corrective action. The Manager will follow up with the parents to get their consent.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Two care plan were not reviewed annually with the parent or any person requested to by the parent.
Corrective action. The Manager said that they will review and update care plans with the parents.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of 11 children's files, 3 children's files did not have evidence of an emergency contact available.
Corrective action. The Manager will follow up with the parents to get their emergency contact information.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon review of 10 staff files, one of staff is did not have evidence of an ECE certificate verified through the ECE Registry.
Corrective action. The Manager said she will acquire the verification.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon review of 10 staff files, it was observed that one criminal record check has expired.
Corrective action. The Manager will acquire a new criminal record check for the staff.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Upon review of emergency drill records, it was determined that an emergency drill was not conducted last year (2024).
Corrective action. The Manager mentioned that they will practice the emergency plan this year..

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Upon review of staff files and schedules, it was determined that one staff member whose First Aid certication has lapsed has no access to another employee with a valid First Aid.
Corrective action. The staff members with lapsed First Aid certifications will be attending the First Aid class this weekend to renew their certification.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The following items were observed and reviewed with the manager at the time of the inspection; - a garbage can by the outdoor play area door had standing water present - a potty used on the toddle playground was not effectively cleaned - several of the fences on both playgrounds were loose posing a potential hazard to the children playing in the area - two sand boxes were not covered when not in use posing a risk to the children playing in them - a large ladder was stored near the outdoor play area posing a risk to the children walking by - this was removed at the time of the inspection - a deck board on the 3-5 playground has damage posing a risk of tripping for children playing in the area
Corrective action. Ensure indoor and outdoor play material and equipment are safely constructed, free from hazards and in good repair.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following items were observed and reviewed with the manager at the time of the inspection; - damaged infant tables and mats that are not able to be effectively cleaned - damaged door frames that are not able to be effectively cleaned - latches on classroom cupboards not secure at the time of the inspection - loose blind cords and 2 classrooms
Corrective action. Ensure a facility is clean and in good repair.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Ineffective clean and disinfecting of surfaces practice observed at the time of the inspection. The LO reviewed with the manager the process for cleaning and then sanitizing of surfaces.
Corrective action. Ensure effective health and hygiene practices are in place.

Observation. Infant nap room equipment (play pens) have supplemental mattresses added to the equipment which is against the manufactures guidelines. Ill-fitted sheets are also being used with the equipment posing an additional concern for children using the equipment.
Corrective action. The supplemental mattresses were removed at the time of the inspection. Ensure facility equipment and furniture are free from hazards which includes following the manufactures guidelines.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Debris observed on both outdoor play areas at the time of the inspection. One program had a blind cord loose from the safety anchor but inaccessible to the children playing in the area. Closet doors in one classroom were secured improperly. The LO reviewed all of these items with the facility manager for correction at the time of the inspection.
Corrective action. Ensure the facility, furniture, equipment and fixtures are clean and in good repair while children are in attendance.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. On the toddler outdoor play area sand has built up on the turf mound posing a slipping hazard to the children playing on this equipment. Storage in the bathrooms and in the art room is being stacked on the top of the shelves which posses a risk to the children in the area in the event of an emergency. LO reviewed these items during the inspection.
Corrective action. Ensure indoor and outdoor play material and equipment are maintained and do not pose hazards to children in the programs.
11190 - CCLR s.16(4)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): The attendance records on site were not accurate with regards to the name of the programs and the correct children recorded in attendance. The staff corrected this during the inspection. LO reviewed the importance of accurate attendance at all times.
Corrective action. Ensure daily attendance is maintained and accurate for each program in operation.

Observation. Seven staff files were reviewed during the inspection. All the files had references in place but they did not indicate if they have been confirmed or contacted for authenticity. LO reviewed this with the staff member during the inspection.
Corrective action. Ensure staff files are complete including confirmation of character reference.

Observation. The outdoor play area was reviewed and found to have hazardous debris and garbage present. The LO reviewed all of these items with the facility manager and additionally reviewed the facility practices for ensuring the outdoor play area is checked prior to children using this space. The door leading to the outdoor play area was additionally unlocked and accessible to the public at the back of the facility. This was corrected during the inspection.
