  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Knives were observed in a kitchen drawer accessible to children in care.

• NUTRITION AND FOOD SERVICES

  A licensee must (b) promote healthy eating and nutritional habits.

  Observation. Children's lunch kits were reviewed during the inspection. Ineffective storage of perishable food items was observed. The LO reviewed this item in depth with the facility manager at the time of the inspection.

  Corrective action. Ensure healthy eating and nutritional habits are promoted.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Five children's files were reviewed and one child did not have evidence of medical insurance plan number. The LO reviewed this item with the staff at the time of the inspection.

  Corrective action. Ensure all children's files are complete including Care Card number.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Five children's files were reviewed and one child did not have evidence of a medical practitioner and contact details available. The LO reviewed this item with the staff during the inspection.

  Corrective action. Ensure all children's files are complete including Doctor's name and contact details.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

  Observation. The outdoor playground has a damaged rubber border on the ground at the entrance gate that poses a risk and tripping hazard for the children traveling to and from the space. LO reviewed this item with the manager during the inspection.

  Corrective action. Ensure the outdoor play area accessible to the children is free from hazards and in good repair.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Four staff files were reviewed and one staff working in the program at the time of the inspection did not have evidence of their Certificate being validated through the ECE Registry. LO reviewed this item with the manager.

  Corrective action. Ensure all staff files are complete including Certificate validation through the ECE Registry.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Four staff files were reviewed and one staff did not have evidence of references available. LO reviewed this with the manager during the inspection.

  Corrective action. Ensure all staff files are complete including character references.
