  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.   Observation. One certificate was not verified by the system maintained by the early childhood educator registry.

  Corrective action. Ensure that each educator or assistant certificate is verified.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Upon review of five children files, one child is missing the medical practioner's info and number.

  Corrective action. Manager will speak to the child's parents to obtain this information and note it in the child's file.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. One staff member is missing character references on file.

  Corrective action. Manager said that she did check her references and will look for the records to add to her file.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following items were observed during the inspection and reviewed with the Licensee; - paint chipping in areas - standing water in the outdoor play area when children were playing - bathroom sink cabinet has signs of wear and tear with exposed wood resulting in ineffective cleaning practices - doors to personal areas not effectively locked at the time of the inspection - snack food debris accessible at the time of inspection

  Corrective action. Ensure the furniture, equipment and fixtures are clean and in good repair while children are in care.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Hand washing practices observed during the inspection were not effective for the health and hygiene of the children in care.

  Corrective action. Ensure children are instructed and practice effective hand washing systems.

• MEDICATION

  If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

  Observation. A medication permission form was reviewed for a past condition that did not correctly identify the medication. The LO reviewed this requirement with the Licensee at the time of the inspection.

  Corrective action. Ensure medication prescribed by a medical practitioner is recorded appropriately on the medication permission form.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.

  Observation. A large play structure has a hand railing with rough wood posing a potential risk to the children using the equipment. LO reviewed this item with the manager during the inspection.

  Corrective action. Ensure the outdoor play area equipment is constructed in a safe manner and suitable for the age and development of the children intended to use it.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. The bathroom hand washing sink hot water temperature was recorded at 54.9*. LO reviewed this item in depth with the manager during the inspection.

  Corrective action. Ensure heated water accessible to children does not exceed 49* Celsius.
