11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed overgrown weeds and grass in the outdoor play area. This is a repeat contravention.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards. Observation (CORRECTED DURING INSPECTION): Licensing observed a shelf in the main play area that is not secured.
Corrective action. The volunteer secured one side of the shelf to wall and will secure the other side.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Licensing observed a 1 years old child sitting in a chair that is too big for their age. Potential for the child to fall off the chair and injure themselves. Licensing discussed with the Licensee to ensure that furniture and equipment being used by a child is appropriate for the child.
Corrective action. The Licensee said that the chair was too big for the child and will ensure that the child is placed in a chair that is age appropriate.
11120 - CCLR s.15(2)(c) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - there are cloth towels hanging that children use to dry their hands at times. The towels are also touching one another. Potential cross contamination and spread of germs. Licensing provided education that if cloth towels are used they are to be one time use. This is a repeat contravention. - the bleach and water solution is changed only once a week. Licensing provided education that the bleach and water solution is required to be changed everyday to ensure appropriate sanitization. This was discussed during the COVID audit that was conducted.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - OR SUPERVISION
A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance. Observation (CORRECTED DURING INSPECTION): Licensing observed a 1 years old child sitting with a plastic play pen around them for most of the time that Licensing was conducting their inspection while other children were engaged in different activities. The Licensee said that they place the child in there for emergencies. Licensing discussed, with the Licensee, that children should not be confined to a small space but rather be involved with the other children and allowed to explore.
Corrective action. The Licensee took the child out of the plastic playpen.
14270 - CCLR s.52(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. Upon a review of the policies and procedures, Licensing observed that the policy regarding food and drink states that food is provided by the facility and a menu is listed. However, the facility no longer provides any food to the children. Licensing explained that the policies need to be current and reflect the facility's practice.
Corrective action. The Licensee will update the policies to reflect current practices.
13070 - CCLR s.56(1)(e) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of August 2025, Licensing observed that children are not identified as absent. Licensing reviewed and discussed this regulation and how to ensure that attendance records are accurate.
Corrective action. The Licensee will ensure that attendance records are accurate on a daily basis.

Potential suffocation hazard. - a child's emergency medication in their backpack on a chair in the kitchen where children eat. - a toilet bowl scrubber laying on the floor beside the toilet.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.

Observation. Licensing observed the following; - a tall shelf in the nap room that is not secured to the wall. - two adult bikes resting against a wall in the outdoor play area. Potential for it to fall on a child and injure them.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing measured the water temperature in the bathroom at 50.4 degrees Celsius.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - children's blankets stored on top of one another. Potential cross contamination and spreading of germs - children use one cloth towel for themselves for the whole day that are hung up on the wall in the bathroom. Licensing discussed single use towels which was discussed during COVID audits completed during the pandemic.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.
15030 - CCLR s.46(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Upon a review of a child's care plan, Licensing observed that there is another medication, along with the emergency medication, that needs to be given to the child in the event of an incident. However, the medication was not readily accessible to the Licensee. Licensing discussed the extreme importance of ensuring that all medication indicated in a child's care plan is available for the staff.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The Licensee informed Licensing that the monthly fire drills for the year 2024 had been conducted however, the Licensee had not recorded them. Therefore, Licensing was unable to review the monthly drills. This is a repeat contravention.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of four children's records, Licensing observed that one child's record was missing immunization status. This is a repeat contravention.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing was unable to review the attendance records for the month of August 2024 as there were only two days of attendance for the month to review. The Licensee said that they had forgotten to record the attendance record. Licensing discussed the importance of ensuring that attendance records are completed each day as it is part of active supervision.
Corrective action. Attendance records need to be completed and accurate daily.
19090 - CCLR s.57(2)(c) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing was informed that there are two individuals who live at the premise, over the age of 12 and are ordinarily present. However, criminal record checks (CRC) have not been obtained for the two individuals. The Licensee said that they may have completed them. Licensing explained that it is the responsibility of the Licensee to ensure that all CRC are complete.
Corrective action. A written response to be provided, to Licensing, by the Licensee on how this contravention will be addressed.
12160 - CCLR s.20(1) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing observed an individual who volunteers and helps the Licensee however, immunization status was not obtained for the volunteer. Licensing discussed what would meet the intent of this regulation

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plan is in place for a child, more than one allergy is noted but only one course of action. It is unclear as to whether the same course of action is taken for both allergies. Discussion had with Licensee in creating the care plan with the parent in order to ensure all the details are clear. In order to confirm that the plan has been created with the parent, they should sign the careplan. Additionally, the care plan needs to be dated in order to confirm compliance with yearly review.
Corrective action. Please ensure care plans are complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed at the time inspection: -Clutter was noted on the counter in the kitchen and within the clutter were multiple knives and a pair of scissors which were accessible to the children. -A box of medication was stored above the couch on a ledge, accessible to the children in care. It was removed at the time of inspection. -Two children chairs in the kitchen are placed right beside balcony which overlooks the living room. A child was noted to have attempted to stand on the chair multiple times while LO was on site. Licensee removed the child from the chair each time, however, LO noted that the chair needs to be moved to a different location as there is a risk that the child could climb on the ledge. -There is a crib in the nap room that has two mattresses on top of one another, making the crib level quite high for the age of the child who currently uses the crib. Please note that according to Health Canada, cribs should be on the lowest level if a child is able to push up on their hands and knees.
Corrective action. Please ensure a healthy and safe environment.

Observation. Licensee confirmed that they had practiced the fire drills but had not written it down. Discussion had about not having to have all children in care in order to carry out the drill each month, if the child isn't there one month, they may be there the following month.
Corrective action. Please ensure that monthly fire drills and yearly emergency drill are recorded in order for Licensing to confirm compliance.
