A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation. There is limited materials and equipment for the children. Staff did bring some newer items out from an upper cupboard where the items are hiding (staff had to stand on table to obtain), however, all other supplies that is accessible within the room are items only used by the school or are games that are in disrepair or has missing pieces. Staff stated that they normally put out a carpet and set up the space to be more inviting, however, as there was lower children who attended today, they did not set the space up.
Corrective action. Discussion had with staff about ensuring the space is inviting for the children. Equipment and supplies should be somewhat accessible so that children can independently choose their activities. Please provide a written response to indicate how you will address the contravention noted above on or before April 22, 2026
11180 - CCLR s.16(4)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. -There is no fire extinguisher within the classroom, when LO asked the staff where the closest extinguisher was located, they were unsure. -When Licensing arrived, the daycare was playing in the playground, the first aid kit and emergency cards were still within the facility as they were not taken out with the group when they went outside.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before April 22, 2026
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. There is a child who requires a care plan as they have a specific allergy noted within the registration form that could possibly apply when the child is in care. While in discussion with the staff, they stated that the child had another allergy which is not noted within the registration form. No care plans for both allergies were provided. Discussion had with the staff about ensuring that the facility is familiar with the allergy, signs and symptoms and course of action should a child come in contact with the allergen.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before April 22, 2026
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. The following items were noted: The facility shares the room with the school, there are multiple items within the classroom that are in disrepair that belong to the school but are also accessible to the children in care at the daycare: - Licensing noted that there is chair that is accessible within the room that appears to be quite soiled -Play kitchen which has a broken plastic window -Shelving unit with a note on it that indicates that it is broken.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There were multiple areas within the daycare where there were items stacked on top of one another which can act as topple hazards: -Various cardboard boxes stored on top of the countertop -Items on a shelf where bins are stored on top of books which can act as a topple hazard -Various toys stored on top of the filing cabinet. -Screw was accessible on the ground by the broken shelf(picked up at the time of inspection)

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. One staff has their ECEA Certificate as proof of their training. There is no proof of verification of their Certificate on file for the staff.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was noted at today's inspection: -Upon arrival, the room was visibly dirty i.e. floors and tables had food debris on them. Some shelving were also visibly dirty. Staff stated that the room is used by the school during the day. Staff do not have access to the room until 2:30 when school ends, therefore, there is no opportunity to clean the space prior to children arriving. Discussion had with staff that facility must ensure the space is clean. -Various pieces of furniture are in disrepair: trampoline, vinyl chairs, one chair. Staff stated that these items belong to the school and were not provided by the daycare.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before April 19, 2024

Observation. Licensing observed an egg chair with many stains on it and the plastic cover ripped in some areas.
Corrective action. Please ensure that all the furniture, equipment and fixtures within the community care facility are clean and in good repair while children are in care.

A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed one tall shelf that is not secured to the wall. Potential to fall on a child and injure them.
Corrective action. Please ensure that all equipment, furniture and supplies within the community care facility are of sturdy and safe construction, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that the table the children sat down to have snack at was not sanitized prior to them eating at the table. The staff informed Licensing that the table was cleaned before the program started. However, children did play on it afterwards. Licensing provided education on sanitizing tables after children have used it and before they have their snack.
Corrective action. Please ensure that a program to instruct children in and to practice the rules of, health and hygiene is established.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon a review of the fire and earthquake drills, Licensing observed that an earthquake drill was not implemented for the year 2021. The Manager informed Licensing that an earthquake drill was practiced but not recorded.
Corrective action. Please ensure that current records are kept for fire and earthquake drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of 5 days of the attendance records for the month of April Licensing observed 3 days that children were not identified as absent in the morning. The staff informed Licensing that the children didn't attend on those mornings. Licensing provided education on the importance of having accurate attendance records.
Corrective action. Please ensure that attendance records are accurate, in the morning and afternoons, on daily basis.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of 3 children's records, Licensing observed 1 child's record missing the name and phone number of a medical practitioner.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of 6 staff records, Licensing observed 2 staff records with no evidence that the references have been checked. Names and phone numbers of references have been provided but no evidence that they had been contacted. Licensing provided education on what would meet the intent of this regulation.
Corrective action. Please ensure that all staff records are complete prior to the staff working at the community care facility.

Observation. Licensing observed only one pack of water in the emergency bin this is insufficient to recover in an emergency. Licensing provided education, to the staff, that there needs to be sufficient supplies in the emergency plan for all the children in care and staff to last for 72 hours. Licensing, only as a suggestion, provided some items that can be placed in the emergency bin.
Corrective action. Ensure that there is an emergency plan in place that sets out procedures to prepare for, mitigate, respond and recover from any emergency.
