Observation. There is a child who appears to require a care plan. There is limited information available in regard to the diagnosis, signs and symptoms and course of action. Discussion had with Manager about creating a more in depth care plan for child.

- STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.
Observation. Licensing observed 3 days in June and July that there were four children younger than 36 months old in the morning when the Group child care (under 36 months) and Group child care (30 months to SA) are combined for the first half hour. Licensing reviewed the requirements when grouping different care programs with the Supervisor and Manager.
Corrective action. Ensure that when grouping different care programs in the first and last half hour a total of 8 or fewer children are present at the community care facility, of whom no more than 3 younger than 36 months old.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - A three step metal ladder resting against a wall beside a toilet in the Group Child Care (under 36 mnths) bathroom. - There is not sufficient resilient surfacing under two slide in the outdoor play area. The Manager informed Licensing that more resilient surfacing has been purchased. - The sandbox tarp is not covering the entire sandbox. Potential for animal droppings. - A bush with berries on it. Unsure if berries are poisonous.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed one day in June 2023 that there were 26 children in care in the Group Child Care (30 mnths to SA) program. The maximum number for this program is 25.
Corrective action. Ensure that the maximum capacity is maintained at all times.

Observation. Upon discussion with the staff in the Group Child Care (30 mnths to SA) program, Licensing was informed that a 3 yrs old child was moved into the Group Child Care (under 26 mnths) program due to over capacity. Licensing had a discussion with the staff and Manager on the importance of ensuring that children are in the age appropriate program for the development of that child.
Corrective action. Ensure that the community care facility operates in a manner that will promote the health, safety and dignity of the persons in care.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of six children's records, Licensing observed the following; - Three children missing the name and telephone number of an emergency contact. - One child missing the name and telephone number of a medical practitioner.
Corrective action. Ensure that children's records are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of six children's records, Licensing observed one child missing their medical insurance number. Licensing discussed what would meet the intent of this regulation.
Corrective action. Ensure that children's records are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that children are not signed in and out of the Group Child Care (under 36 mnths) programs when combined and then move to their designated rooms. Licensing provided education on signing children in and out of each room.
Corrective action. Ensure that attendance records are accurate on a daily basis.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Upon a review of the fire drills, Licensing observed that a fire drill for the month of May 2023 was not implemented. Licensing had a discussion that fire drills need to be implemented at least once a month.
Corrective action. Ensure that a fire drill system is implemented at least once each month.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following:- - Two 4 seater strollers that are dirty and have stains on the seats. - The tarp for the outside sandbox is ripped in many areas and doesn't cover the sandbox. Licensing provided education on the importance of ensuring that the outdoor sandbox is covered to minimize any animal droppings. - One of the small mobile wooden gardening fence broken in a couple of areas causing sharp wooden edges. The Manager removed it.
Corrective action. Please ensure that the furniture, equipment and fixtures within the community care facility are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following that are accessible to children in care:- - Coffee pods in an unlocked bathroom cupboard. - a small wooden teeter-totter, in one of the Group Child Care (under 36 mnths) program, that is standing on its side being used as a table for staff. Potential for a child to pull on it, have it fall on them and injure the child.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there isn't sufficient food and water, in the emergency bins, for the amount of children in care and staff for 72 hours. The Manager informed Licensing that most of the food has expired and not yet replaced. Discussion was had on how much food would be sufficient for the maximum capacity.
Corrective action. Please ensure that there is an emergency plan in place that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. Upon discussion with the Manager, Licensing observed that the children are not taken outside to the outdoor playground when it rains. Licensing provided education that children should be going outside everyday for at least 60 minutes unless in extreme weather. Licensing further explained what would be considered as extreme weather.
Corrective action. Please ensure that children are provided with a comprehensive and coordinated program of indoor and outdoor activities that complies with the program standards set out in Schedule G.
18030 - CCLR s.44(1)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The Manager did not have the active play and screen time policies available for Licensing to review. Licensing provided education on all records that need to be on site and available for Licensing to review. This is a repeat contravention.
Corrective action. Please ensure that all staff, children and facility records are kept in a single place in the community care facility.

Licensing provided education on the importance of having a care plan in place for any children requiring extra support.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Upon a random review of 5 children's record, Licensing observed one child with a care plan that was developed in October 2020. The care plan was not reviewed annually with the parent or any person requested to by the parent. Education provided on reviewing care plans at least once a year.
Corrective action. Please ensure that all care plans are reviewed at least once each year with a parent of the child requiring extra support.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Upon a review of 11 staff records, Licensing observed two staff's certificate has not been verified by the Early Childhood Educator (ECE) Registry. Licensing provided education on ensuring that all old and new certificates need to be verified through the ECE registry. This is a repeat contravention.

Observation. Licensing observed a broken wooden panel piece in the outdoor play area beside the back wooden fence. The broken panel had sharp and jagged ends that can potentially hurt a child.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that there is a staff who works at the facility but does not have their certificate posted anywhere in the facility. Education provided. This is a repeat contravention.
Corrective action. Ensure that all staff, employed to work in the community care facility, have their certificate or a copy of their certificate displayed in a prominent place within the community care facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that an emergency drill was not practiced for the year of 2020. The Manager informed Licensing that an emergency drill was practiced but not recorded.
Corrective action. Ensure that current records are kept for fire and earthquake drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing is unable to review the facility's policies and procedures as the Manager has taken them home to review. Licensing provided education on the importance and intent of this piece of regulation.
Corrective action. Ensure that all staff, children and facility records are kept in a single place within the community care facility.

Observation. Upon arrival Licensing observed that there was no Infant and Toddler Educator (I/T) in one of the Group Child Care (under 36 months) program. The Manager, who is the I/T staff for the program, arrived 20 minutes later. The Manager informed Licensing that there is no I/T staff in the mornings when the program opens in the I/T program until 8:30 AM. Licensing provided education on the importance of maintaining the ratio of employees to children at all times. This is a repeat contravention.
Corrective action. Please ensure that the ratio of employees to children attending a care facility is no less then that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Upon a random review of 6 children's records Licensing observed 1 child who has allergies. This child has an epi-pen and medication in the event of an allergic reaction. However, there is no care plan in place for the child showing the courses of action. Licensing provided education on the importance of ensuring that any children requiring extra support have a current care plan in place explaining the courses of action to address the needs of the child requiring extra support.

Observation. Licensing observed a staff that was at the facility. The Manager informed Licensing that this staff is employed by the Licensee and comes once a week to the facility. However, there was no file on site for the staff. The Manager was unaware that they needed to obtain any documents for the staff. Licensing provided education on ensuring that all staff files and documents should be obtained prior to the staff working at the facility.
Corrective action. Please ensure that staff, children and facility records are kept in a single place at the facility.

Observation. Licensing observed, in the outdoor play area, part of a water drain pipe that was left in the ground on the wood chip area. Part of the pipe is broken creating sharp edges. Potential for a child to cut themselves on it.
