Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed 12 children in the care of an ECE and a Responsible Adult which is not in compliance with CCLR Schedule E. The Manager explained that the RA has applied to the Registry to obtain their ECE A; however, it has not yet been received.
Corrective action. The Licensee will ensure to maintain staff qualifications, as per CCLR Schedule E.

Observation. Licensing observed unsecured string lights within the reach of children that could pose a potential risk of entanglement. This is a recurring contravention,.
Corrective action. The manager confirmed that she will secure or remove the string lights.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed a record of fire drills; however, licensing was unable to inspect the record of emergency drills as the manager explained that it is kept off site.
Corrective action. The manager will keep a record of emergency drills on site.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - a metal tent frame and a string of lights with gaps between 3.5-9 inches at children's height in the outdoor play space which could pose a potential risk of entrapment or entanglement - a string of unsecured lights at children's height in the indoor play area, which could pose a potential risk of entanglement; these were removed by the manager during the inspection
Corrective action. Ensure that a healthy and safe environment is provided at all times
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. The manager has not obtained required records for a child who was in care at the time of the inspection. The manager explained that the child has recently started to attend the program.
Corrective action. Ensure to obtain current records for each child, prior to attending the program.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. A staff who was on site caring for children at the time of the inspection did not have records on site. The manager obtained images of all required staff records during the inspection, for Licensing's review.
Corrective action. Ensure to keep in a single place at the community care facility, all records referred to in sections 56-58.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed during today's inspection; -The gate on the north side of the fence has no latch to secure it. - The road side entrance towards the playground need to be secured. The Licensee has a rope tied to the fence to stop children going to the road. Given the location of the playground and the ages of children, rope is not sufficient to secure the outdoor play place. -Toy fridge is standing in the middle of the classroom on the floor. It could be pushed and fall on a child sitting on the floor - Decoration lights were hanging off the ceiling accessible to children. There is a choking risk if a child wrap it around their neck.
Corrective action. Ensure a healthy and safe environment is provided at all times when children in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The wooden logs around a tree in the outdoor play area were broken and exposing nails.
Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Fire extinguisher in the kitchen is over due for annual service.
Corrective action. Ensure fire drill systems are approved as defined by Fire Service Act.
