Observation. Child B gave Child A medication without staff noticing, medication was accessible to children in care, Child A was double dosed due to lack of communication between staff and parent causing the child to be ill.
Corrective action. Ensure the Community Care Facility is operated in a manner that preserves the health, safety and dignity of children in care.
14360 - CCALA s.7(1)(b)(i) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Children were not instructed to wash their hands before snack and the eating surface was not cleaned or disinfected. Additionally, one of the two bathrooms did not have soap available as part of complete handwashing routine.
Corrective action. Ensure a program to instruct children in and to practice the rules of healthy and hygiene is established.

Observation. Date of enrollment was not available for the 6 children attending from the Latimer location.

19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed 2 care plans which were not dated for the purposes of annual review. The manager said that one care plan was new and one was made over a year ago.
Corrective action. Ensure all care plans are dated for the purposes of annual review.

Observation. Licensing observed: - 2 staff files were not available for inspection (staff who were at this location from the Latimer location) -One staff member's criminal record check was expired.

Observation. School Age- Staff to Child ratio not maintained. There was one staff and one volunteer working with 19 children in one classroom. Discussed that volunteers can not be part of staff to child ratio.
Corrective action. Please ensure that ratio of employees to children attending in school age care is no less than that permitted in schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. No policy and procedure was available to guide staff in the facility operation related to screen time. Licensing observed children in one room using their personal devices more than 30 minutes and a movie was on for children to watch on TV in the other classroom. Staff said that children use screen time everyday after rest time and sometime they can use their devices for 45 minutes to one hour.
Corrective action. Please ensure written policies and procedures are available to guide the staff and staff is implementing the policies.

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation. There was a signed consent but criminal record check was not obtained for the volunteer.
Corrective action. Ensure documentation is complete for the volunteer.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed during today's inspection; -A wall paint bucket and a spare fire extinguisher was stored in the washroom beside the toilet seat. -3 tall shelves need to be secured from falling -The carpet at the entrance of middle classroom was curled from all sides and posing tripping hazard.
Corrective action. Ensure that a healthy and safe environment is provided at all times when children are in care.

Observation. The following were observed during today's inspection; - Sofa chair in the middle classroom has stains all over and fabric needs to be washed -Drywall was broken and exposing holes in two washrooms walls (middle room)

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Three classrooms have carpets located at the entrance of the programs. The carpets are worn with curled edges hampering the exit of the program and posing a risk to the children in care. LO reviewed these carpets with the staff during the inspection.
Corrective action. Ensure equipment, furniture and supplies to not hamper the exit of the program.
11090 - CCLR s.15(1)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Paper towels to be used after hand washing are stored outside some of the bathrooms. This practice allows to ineffective hand washing practices in the programs.
Corrective action. Ensure effective hygiene practices are maintained which includes paper towels available next to each hand washing sink in the facility.
15030 - CCLR s.46(1) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. Two children were observed eating candy for their afternoon snack in one of the programs. The LO reviewed with the staff the importance of ensuring healthy eating and nutritional habits are being practiced. This is a repeat contravention.
Corrective action. Ensure healthy eating and nutritional habits are promoted.
17020 - CCLR s.48(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Three staff files were reviewed and one staff working in the program did not have the correct CRC on file. An RCMP check was available which the LO explained to the staff present was not the correct document. This is a repeat contravention.
Corrective action. Ensure all staff files are complete including the correct CRC prior to the staff working with the children.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The items addressed on the routine inspection report of December 19, 2019 have yet to be corrected. Those items include the following; - damage to the facility walls - paint peeling - floor tiles missing and damaged - damage to the bathroom counter The Licensing Officer spoke to the manager regarding these outstanding items who reported that the facility is collecting quotes for the repair of the floor tiles. The other items however have not been researched for repair at this time. LO will reach out to the Licensee for an update and time frame for correction.
Corrective action. Ensure the facility is clean and in good repair while children are in attendance.
