In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing observed that the active play and screen time policy are not in the policies and procedures binder on site. The Licensee said that they did not know that they had to have them in the binder as they were emailed to Licensing. Licensing provided education to ensure that all facility records need to be in one place at the community care facility for Licensing to review.
Corrective action. The Licensee will print of the policies and place them in the binder.

Observation. Licensing observed the following; - wooden cubby that is chipped in several places - a foldable cot that has ripped in one area - garbage in the outdoor play area such as, hanger, rubber baseboards, and wrappers

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the following; - a bike that has rusted , ripped seat and metal handles exposed. - the wooden play swing and slide structure where the wood had chipped off at the ends close to the swings

11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - diaper rash cream on the diaper change table. - a cleaning solution spray bottle on the bathroom counter The Licensee moved both above items to a higher shelf - a cleaning solution in the bathtub - plastic overhead hood fan and chemical fill spray can in the outdoor play area
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - a tall tower fan in the nap room - two tall speakers with a stereo system sitting on top of them in the nap room - a tall shelf and wooden doll house that is not secured. - a tall shoe rack at the entrance not secured. Potential for all the above items to fall on a child and injure them. - the black tarp exposed in several areas in the outdoor play area. Potential tripping hazard. - a plastic climber right beside the wooden fence. Potential for a child to climb over the fence or fall backwards and injure themselves.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - NUTRITION AND FOOD SERVICES
A licensee must make available to parents information on the food and drink given to children.
Observation. Upon a discussion with the Licensee, Licensing determined that parents are not informed on the snacks that are provided to their child(ren). Licensing provided clarification on this regulation and what would meet the intent of this regulation

17120 - CCLR s.48(6) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Licensing observed the following; - there is no screen time policy in place - the active play policy is very limited and does not include sufficient information. Licensing discussed what these policies should include.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
13060 - CCLR s.56(1)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a review of five children's records, Licensing observed that one child's date of enrollment was not recorded.
Corrective action. The Licensee will record the child's date of enrollment.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of June 2025, Licensing observed the following; - past two days that the attendance was not done - 2 days that children's time of departure was not recorded -3 days that a child's time of arrival was not recorded - 4 days that children were not identified as absent
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a review of five children's records, Licensing observed that the name of the emergency contact was not obtained for one child.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a review of five children's records, Licensing observed that a photograph or digital image was not obtained for one child. Licensing had a discussion about whose responsibility it is to ensure that all children's files are complete.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing observed that a child's doctor's name and number and medical insurance plan number was provided by the parent and the Licensee had it in their personal phone. Licensing provided education that all children's information should be in one place, in their file (either digital file or paper file).
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19320 - CCLR s.59(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. There are 7 individuals who live in the house that are over the age of 12 years old, however there were no criminal record check available for any of them. The Licensee said a couple of the individuals have criminal record checks but was not able to provide them to Licensing.
Corrective action. A corrective action plant to be submitted to Licensing on how this contravention has been addressed.
12160 - CCLR s.20(1) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Licensing observed that a fire drill was not practiced for the months of May and June 2025.
Corrective action. The Licensee will ensure to implement a fire drill at least once a month.

Observation. Licensing identified that an individual present did not obtain a criminal record check and the health and safety plan that was submitted as response to the routine inspection was not followed as the individual was present.
Corrective action. The licensee must ensure that all individuals ordinarily present have a criminal record check and the health and safety plan put in place is followed at all times.
10120 - CCALA s.7(1)(b)(i) - NUTRITION AND FOOD SERVICES
A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation. Licensing observed that 5 children were left unattended with the licensee upstairs. Of those five children, one child was eating in a booster seat.
Corrective action. The licensee must ensure that children are supervised at all times, especially when children are consuming food or drinks.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the outdoor play area has not been used every day; it requires maintanence and cleaning. The grassy area needs to be maintained and checked regularly.
Corrective action. Please ensure that the maintenance of the outdoor play space is checked regularly and that the area is cleaned.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Licensing observed that the children's bedding is stacked on top of each other which poses a risk to hygiene.
Corrective action. Please ensure that the children's bedding is stored separately while not in use and are not touching each other.
15050 - CCALA s.7(1)(b)(i) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed that the children were alone with an additional adult that does not carry any certificate while the licensee was upstairs. The licensee said she was upstairs so she is around but with the additional adult with the children, the staff to child ratio was not met.
Corrective action. Please ensure that the staff to child ratio is met at all times and that qualifications are met with any extra support with the licensee being the main care provider.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the emergency kit supplies had food and water expired since June 2024. The licensee said she must have missed it this year and will replace the food and water.
Corrective action. Please ensure that the emergency kit supplies are checked regularly and updated where needed, ensuring that there is enough food for each child for at least 72 hours in case of an emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. Licensing observed the nutrition policies do not reflect the practice being implemented while the children are in care. The licensee said she serves the children extra snacks if they don't eat their lunch or need extra food and tells the parents at pick up. The nutrition policy states that parents provide food.
Corrective action. Please ensure that policies and procedures are followed according to what is stated and communicated to the families. Ensuring that food and drink given to children are provided by families only as stated in the policy.
13070 - CCLR s.56(1)(e) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 4 children's files, 2 files were missing the medical insurance plan number. The licensee said she will speak to the families and obtain the information needed.
Corrective action. Ensure that there is a system in place to check children's files.
19070 - CCLR s.57(2)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing observed the following: - there are 4 people ordinarily present in the home and there is no criminal record check obtained through the criminal record review program. One person has an RCMP check from July 2024 and another was alone with the children when licensing came to the facility. The licensee said her husband's RCMP check was done last year, they have not received anything yet and another person has a CRC from a different place but licensing was not shown it. The licensee has been reminded that she must apply for the person's criminal record check through the criminal record review program.
Corrective action. Please ensure that all adults ordinarily present have a valid criminal record check through the criminal record review program.

Observation. The licensee explained that the backyard outdoor play area has not been used for a long time. The play area requires some cleaning, maintenance and organizing. The resilient ground surfacing is bare under the swings.
Corrective action. The licensee explained they will address the backyard to ensure it is safe for children to play in.

- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. After review of 6 children's files and birthdates, it was determined that the Licensee has been caring for 5 children who are under the age of 4 years old. Family Child Care allows a Licensee to care for only 4 children who are under the age of 4 and of those 4, 2 can be under the age of 2 years old. This was discussed in detail at the last routine inspection with the Licensee. At that time the Licensee stated they understood clearly. The Licensee stated today they understand.
Corrective action. Please ensure that this Family Child Care is being operated as per the Child Care Licensing Regulation - Schedule E
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation. Upon arrival at the facility, a staff who is not the Licensee was working alone with the children. This staff did not have a file on site with required documentation other than a cleared criminal record check.
Corrective action. Please ensure that any staff that work with the children alone have the following documents in place: -Valid First Aid -Resume -References -Immunization status -Qualifications for a Responsible Adult -Cleared criminal record check
