- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following in the outdoor play area: -the gate blocking access to the upstairs door appears to be broken -there are several pieces of wood around the fence line that appear loose, damaged, and starting to rot -there are a few pieces of litter around the back fence such an empty soda can Indoor: Some walls and baseboards have chipped paint and are visibly dirty.
Corrective action. The licensee said that she will clean the walls and baseboards. Written response required to address contraventions.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of several children's records, two were missing th ename and telephone number of a medical practitioner and one was missing an emergency contact.
Corrective action. Please ensure that children's records are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon review of several children's records, two were missing medical insurance plan numbers and one was missing immunization status.
Corrective action. Please ensure that children's records are complete.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. The last log for minor incidents was back in 2021. There was only one entry for 2025.
Corrective action. Licensing thoroughly discussed this with the Licensee and she will start logging minor incidents and unexpected events from now on.
19050 - CCLR s.56(1)(f) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Fire drills were recorded on the same sheet as the evacuation drill. However, upon further discussion, Licensing determined that the evacuation drill noted was not for an emergency drill but for the fire drill.
Corrective action. The Licensee said that they will practice and record the emergency drills annually.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was missing in the staff records.
Corrective action. Please ensure that staff records are complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing observed the hot water temperature at 64.7 degrees Celsius
Corrective action. The licensee said she is with the children and turns on the cold tap and a bit of the hot tap for the children when they are in the bathroom; she will make sure the water temperature is below 49 degrees Celsius.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there is no record of emergency drills.
Corrective action. The licensee said she never did that before and wasn't aware she had to. Please ensure that emergency evacuation drills are being practiced.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed there are no emergency kit supplies available to children/staff in case of an emergency.
Corrective action. The licensee said she never knew she needed these supplies. Please ensure that each person in care has emergency supplies for up to 72 hours.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing observed that the licensee did not validate her certificate through the ECE registry.
Corrective action. The licensee said she will validate the certificate through the ECE registry and print for the file.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Children have access to the stairs outside. Miscellaneous items are stacked and stored in the children's nap room.
Corrective action. Please ensure children cannot access the stairs outside. Please remove all miscellaneous items from the nap room.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following observed outside: -all along the fence line along the bottom are pieces of wood that appear to be loose, rotting, not smooth and just leaning against the fence -empty soda can in the yard The following was observed inside: -light fixture not working, replace bulb to ensure enough light inside -smaller playroom walls showing signs of chipping paint, disrepair
Corrective action. Please ensure that outdoor area is free from hazards. As facility fenceline runs along the sidewalk and street, miscellaneous garbage may go into the yard. Please ensure a daily check is done prior to taking children outside. Please ensure indoor area is in good repair.

Observation. The Licensee's Early Childhood Educator certificate has expired. The Licensee explained they have applied for renewal but has not received anything yet from the Registry.
Corrective action. Please ensure that certificates are renewed prior to expiry date. Once new certificate is received, it must be verified through the Registry as well.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed inside: -the nap room light fixture does not have a cover, exposing the light bulb -there is carpet throughout the majority of the facility. This carpet appears to be showing signs of wear and tear and seams are coming apart exposing threads which may cause a tripping hazard and may be difficult to clean. There are some edges along the wall that appear to be starting to pull away -carpet throughout a child care facility may cause issues with cleanliness, dust, and difficulty cleaning if there were a bodily fluid incident -it appears that this carpet should be replaced with a more suitable material other than carpet
Corrective action. Please ensure that all fixtures are in good repair in the facility.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed inside: -paint is chipping on all the walls in the main play area which makes it difficult to sanitize as it is not a smooth surface and children may have access to paint chip flakes -a seam in the carpet is beginning to lift and unravel which makes it difficult to vacuum and could be a tripping hazard -the light fixture in the main play area does not have a cover over the two lightbulbs. As the Licensee mentioned that the children have at times thrown toys in the air, the light bulbs must be covered to prevent injury -the cardboard that covers the fireplace mantle appears to be coming away from the mantle and needs to be secured
Corrective action. Please ensure facility is in good repair at all times.

Observation. In the outside yard, lying on the ground against the fence, is a large wooden beam with a concrete block attached to the bottom accessible to children.
Corrective action. Please ensure yard is safe for children.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. After review of the attendance records and children's files, it was determined that there are 4 children who may attend at the same time who are all under the age of 3 years old. At today's inspection, there were only 3 children but records indicate most other days there were 4. Licensee explained that one child may no longer attend as parent would be at home but will confirm. Temporary placement process was also discussed.
Corrective action. Please ensure that you operate as per your licence - Multi Age Child Care can operate with only 3 children who are under the age of 3 years old.
