A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed two chair covers that have stains on them.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Upon discussion with the Manager, Licensing confirmed the children's medications are stored in the emergency backpack that is accessible to children.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed by Licensing; - a medium sized metal ladder sitting against the bathroom wall. - two tall lamps in the classroom not secured and wobbly upon touch Potential for all items to fall on a child and injure them.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Licensing observed that a child's care plan identifies a medication to be administered to the child however, the medication was not readily accessible to the staff. The Manager said that the child no longer requires the medication however, there is no evidence to confirm this information.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
16020 - CCLR s.53(1)(b) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Upon a discussion with one of the Manager, Licensing confirmed that the Manager was unaware of where the fire extinguisher was located in the event of an emergency.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed a cupboard in one of the bathrooms that is not secured. The early years programmer said that it was anchored to the wall previously . However, renovations were conducted and it had to be unscrewed from the wall and not re-secured to the wall.
Corrective action. The early years programmer has submitted a request for the cupboard to be anchored to the wall.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed several bounce on balls and playing balls that are deflated.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11190 - CCLR s.16(4)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed a training toilet seat on the floor in one of the bathrooms. Licensing discussed how it was unhygienic to have a toilet seat on the ground and children use it.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed
15030 - CCLR s.46(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of four children's records, Licensing observed that a medical practitioner's information was not obtained for one child. Licensing discussed what would meet the intent of this regulation.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of four children's records, Licensing observed that immunization status was not obtained for one child.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of January 2025, Licensing observed the following; - children are not identified as absent when they are not present. - two days children's time of departure was not recorded.
Corrective action. The Manager will ensure that the attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Upon a review of the fire drills, Licensing observed that a fire drill was not implemented for September 2024. The Manager was confused and thought that they didn't have to practice a fire drill for September as it was the first month of their program. The Manager said that they discussed the fire drill but didn't practice it. Licensing showed and explained this piece of regulation.
Corrective action. The Manager will ensure that a fire drill will be implemented once every month.
12190 - CCLR s.22(2)(b)

- STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Several staff did not have proof of validation of Certificates. Validation was done at the time of inspection.
Corrective action. Discussion with staff about providing a notation about confirming Certificate validation. Recommended that validation be added to the staff checklist.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Outdoor Play area: -Type of orange fungus is growing on the old log, discussion had about regular checks and removal of fungal growth. -Large hose within outdoor play space can act as a tripping hazard, discussions had about safer storage of the hose if regularly used within the space.
Corrective action. Please ensure healthy and safe environment.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. While on site, the following was noted: -Both Preschool rooms have some areas where the paint has started to chip on the walls. -Lower Preschool room, some areas where drywall has started to break. -Lower Preschool bathroom inner door, a piece of kickboard (piece at bottom) is starting to come off of the door, not allowing for it to be easy to clean.
Corrective action. Please ensure facility is clean and in good repair.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. The emergency drill has not been practiced in over a year. Due to COVID, it was decided that carrying out the drill with the children was not going to be done but rather but rather discussed. It was confirmed that staff did not practice implementing the emergency drill during the year of 2020. The last time the emergency drill was carried out was likely in Oct of 2019.
Corrective action. Please ensure employees practice implementing the emergency plan at least one time each year.
