  Observation. There is an expired EpiPen kept at the facility for a child who has a medical condition. Expired medication may be less effective in the event of an anaphylaxis reaction. Submit by April 20, 2026, confirmation that the medication identified in the child's care plan is not expired.

  Observation. Character reference checks for one employee have been conducted; however, the reference checks are not available to be reviewed. Character reference checks for all employees must be kept in a single location at the facility. Submit by April 20, 2026, confirmation that the missing character reference checks are at the facility.

  Observation. Medication kept on site for a child who has a medical condition is expired. Expired medication may not be effective and may pose a risk in the event of an emergency. Ensure current/appropriate medication is readily accessible to employees to administer as outlined in the child's care plan.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. A selection of child records were inspected, some child records were missing emergency contacts. The amount of medication administered is not recorded on the medication record. The daily play space checks have not been recorded for the last week in one program.

• C3.2 - Are persons qualified and appropriately replaced?Critical

  Observation. A staff member employed as an assistant in the Group Child Care (under 36 Months) program does not hold a valid certificate issued by the ECE Registry.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. The program is operating with employees who do not have the qualifications to meet requirements defined in Schedule E of the Child Care Licensing Regulation.

• C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

  Observation. The complaint alleges that a staff person in the Group Child Care (Under 36 Months) program have used inappropriate behavioural guidance with children and made belittling verbal comments toward a child. During the inspection, Licensing interviewed program staff, Manager, Assistant Manager and the staff person identified in the complaint. Licensing has determined through the information gathered during interviews that there were instances of behavioural guidance from a staff member which were not appropriate to the age and development of the child who was receiving the guidance. Licensing determined that a staff member in the program had made inappropriate verbal statements which were undermining to a child's dignity and self respect. - Substantiated

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. An employee's criminal record check was current, but from another facility. An employee’s immunisation confirmation was not in their staff file.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. Some children's files were stored at the neighbouring facility. Children's attendance records were incomplete. Some absences, arrival and departure times were not recorded. The 30 months to School Age program does not record arrival and departure times as children moved between programs and facilities. The school children were not sign out of the program when they left the facility to attend school. There were no daily, monthly, or annual inspection logs being completed for the outdoor play spaces.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. There is not a "separate sleeping area" for the children under 36 months in the 30 months to school age care room.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. There is no record of the annual emergency plan being practiced by all employees in 2019.
