    Children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child. [CCLR Sec.34(1)]

    Observation. Children who are playing in the outdoor area need to walk through a hallway to get back inside. That hallway wasn’t designed for children to use - it is used for storage of supplies and houses the facilities two stand up freezers. One freezer isn’t running, but they are both fully accessible. LO observed children coming in from outdoors, walking down the hallway, and entering Room 3 without any adult supervision. Most children appeared to be coming in just to get water. It is concerning as it appeared that no staff inside the building knew the children were coming in, and no one was watching them while they moved through an unsafe area. Staff explained that they don’t want Room 3 to be considered “out of ratio” if children from another group walk through it, so they avoided this by using a secondary hallway. The licensing officer stated that between this, and children walking in and out of the cubby area in Room 3, they appeared to be wandering between spaces without staff knowing where they are. It was discussed that this issue might be reduced if children had their belongings / cubbies, in their own program area, so they wouldn’t need to walk into Room 3 at all. It was also discussed the benefits of water bottles being kept outside with children.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. All areas previously noted have been addressed. While there appears to be no outstanding maintenance issues from previous inspections, LO observed the following items of concern: - the gate between the outdoor space and community garden are unlocked with children and community members having direct access to both spaces. - under the sink (in the room) is not latched / locked and contains bleach solution. It is up to staff to ensure that there is ongoing maintenance checks and the environment is healthy and in good repair.

    The licensee records compliance with the care plan of a child requiring extra support for all applicable aspects of care. [CCLR Sec. 58(3)]

    Observation. There is a detailed care plan for one child, but there does not appear to be any information showing how the facility is complying with the plan. As discussed, this can include staff notes, documentation, updates to plan or any modifications.

    The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

    Observation. LO reviewed information available on site and noted that some of the emergency cards do not have - emergency contact in addition to parents. And while there is an electronic system available, the physical emergency cards do not include - medical insurance info or medical practitioner. While they may be accessible on the electronic system, there may be times when staff cannot access the system.

    Observation. On December 30, 2024, Licensing observed the following: - By 10am there were 24 children signed in in Room 3 for winter break camp. More children continued to arrive. - The total capacity for the program is 35 which is divided between two spaces: Room 3 has a capacity of 20 and Foyer has a capacity of 15. - Only Room 3 was being utilized. - Licensing discussed the use of both spaces with the manager.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Indoors On December 30, 2024, Licensing observed the following: - Foyer area contained 2 tables and several chairs. This space was not set up with materials and activities designed for the development and care of children and appropriate for the age and development of children. On December 31, 2024, Licensing observed the following: - At 8:30am the Foyer area was not set up for children. - After discussion with one manager, materials were brought into the Foyer however they appeared to be limited. Outdoors On December 30, 2024, Licensing observed the following: - Limited outdoor materials and activities that are designed for the development and care of children.
