Observation. Licensing observed an Infant Toddler Educator moving quickly to bring children into the bathroom to wash hands before eating snack. Children were taken by the hand/wrist/arm into the bathroom, to then be brought to step up on a step stool, Educator turned the taps on, Educator placed soap on children's hands and with the Educator quickly washing the children's hands, Educator then turning off the water and quickly drying the children's hands, the paper towel was discarded by the Educator and she quickly physically lead the children out of the bathroom. This occurred with the Educator doing hand-over-hand practice to children, without any modelling and no communication. Licensing Officer and Manager were present in the bathroom when this was happening. Because no communication / intervention occurred on the part of the Manager specific to the Educator's practice of physical redirection, Licensing Officer addressed the Educator in the moment, asking that the Educator stop the hand-over-hand practice, to slow down, communicate with the children and model hand washing and hand drying. In response, the Educator appeared to struggle to adjust her practice as it appeared that the Educator wanted the routine to progress quickly yet when young toddlers are learning or practicing their hand washing, they are slower in their actions and understanding which is developmentally typical. Licensing observed this same Infant Toddler Educator placing sun hats on children when preparing them for a walk / stroller ride out into the community - and doing so without any communication to the children. Licensing observed this same Infant Toddler Educator propping open the door that leads to the outside play space. A young child walked out into the outside play area. The Infant Toddler Educator reach down and grabbed hold of the child's arm to prevent him from going out further. The physical restraint applied coupled with the child's walking movement resulted in the child immediately falling to the deck. Throughout all of these interactions, the Infant Toddler Educator was observed moving with quickness with the children and in the program space. A discussion occurred with the Manager about this Educator's practice and interactions with the children.

Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]
Observation. An epi-pen is stored in a backpack which is kept in a cupboard which currently has a non-functioning lock. A discussion occurred with the Manager about the importance of not locking away emergency medication, the importance of bringing the medication along with the child it belongs to - whether they are inside or outside. During the inspection, the Manager brought the backpack outside where the child was. As an interim measure the backpack will be placed on the cupboard when it is brought back inside. After the children were transitioned inside for their morning snack, the backpack (with epi-pen) remained outside. This was identified by the Licensing Officer who informed the Manager. The Manager retrieved the backpack and informed that a follow-up discussion will occur with the team.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing observed the following: * the wood located on the play hut has deteriorated * the wood on the climber has deteriorated * the decking located under a mat is rotten and has exposed nails; a significant amount of moisture is trapped in this area due to the placement of the mat * a strip of the protective surfacing located at the side of the play hut no longer is fixed to the underlying base * paint on steel pillars (at emergency exit) appears to be flaking off * the brakes on the two four-seat strollers do not engage sufficiently for Educators to stop the equipment when they are occupied by children * dimmer switches in a nap room does not function * the toilet located in the children's bathroom is not being used by the toddlers due to its height and lack of usability (regular toilet seat); potties are available instead: discussion occurred with the Manager as to options to having the toilet accessible to the toddlers * the gate located between the cubby room and the main activity space does not close smoothly * retractable awning fabric is showing wear - trim has detached; continue to monitor its condition

Observation. Licensing observed the following: * bees were observed flying in and out of an area located below the infant program's outside climbing structure; a board was in place to prevent children from accessing a portion of the climber however the proximity of the bees to the children is of significant concern and must be addressed immediately * a child's epi-pen was stored in a backpack in a cupboard where the lock is not functioning (epi-pen was relocated) * in the cubby room, the safety sleeve for a blind's cord is no longer present leaving the looped cord dangling and accessible to children (addressed by the Manager during the inspection) * in the cubby room, a mounted tablet's cord was accessible to children (addressed by the Manager during the inspection) * rusty nail at the roof line of the play hut - due to its placement, an Educator may be injured (addressed by the Manager during the inspection)

Observation. When reviewing the program's book that is utilized to document minor injuries, the Educators' notes refer to injuries (ie bite, bump, bruise) and parents being notified however not until the end of day or at pick-up.
