  Observation. Based on a review of an Educator's documentation of their interaction with a child followed by a discussion with the Educator, Licensing has determined that a child was physically restrained when there was no risk of imminent harm. To do so is in contravention to s.52(1)(b) of the Child Care Licensing Regulation. In addition, the care plan in place provides for strategies / interventions to support a child's behaviour however they were not followed. Child Care Licensing Regulation, s.52(1)(b) Harmful actions not permitted 52 (1) A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance;

  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. While inspecting the outside play space, Licensing observed a significant amount of wood rot located in an area on the south-east side of the space. This area is in need of renovation in order for it to be inviting and used by the children. Wood rot was also observed on the stumps used to surround the sand play area. In addition, the adjacent space to the sand play area is without form / function. Metal storage containers are positioned at the fence line which runs adjacent to Euclid Avenue. They appear to not be used by the child care program and this space could be utilized for children's play. The bathroom that is designated for Educators is out of service. Because of this, Educators must leave the licensed child care space and access bathrooms that are located in the main area of the neighbourhood house.
