  Observation. Licensing Officer observed medication for two children with life threatening allergies did not have a completed Request for Administration of Medication form on file.

  Observation. In one classroom, Licensing Officer observed a stack of miscellaneous items stored behind the double sided art easel. The items were not secured and pose a potential risk of falling, which could result in injury to children or staff.

  The licensee does not keep a current care plan for each child requiring extra support. [CCLR Sec. 58(1)] ; Care plans are not reviewed at least once a year with a parent of the child requiring extra support and any person requested by the parent. [CCLR Sec. 58(2)(b)]

  Observation. Licensing Officer observed care plans for two children do not appear to be current. Both care plans list expired Epi pens. Care plans have not been revised to reflect the new medication information. In addition, it appears that care plans for three children have not been reviewed with a parent or guardian at least once per year, as required. Discussed with Manager that annual reviews are necessary to ensure that all care plans remain accurate and reflective of the child’s current needs.

  Observation. Licensing Officer observed that a valid Criminal Record Check has not been obtained for one staff.

  A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

  Observation. Licensing Officer observed no evidence that an Early Childhood Educator certificate for one staff has been verified by the ECE Registry.

  Observation. While the issue of non-compliance has been addressed, during today's visit Licensing Officer observed an immunization status has not been obtained for 2 staff.

  Observation. Licensing observed sleeping mats stored next to each other with children's bedding touching, posing a risk of cross contamination.

  Observation. Licensing observed the following: - cleaning supplies next to the diaper changing mat in the washroom accessible to children. Manager placed the items on a higher shelf. - cleaning supplies in an unlocked room inside the washroom accessible to children. - cleaning supplies in an unlocked cabinet accessible to children.

  Observation. Licensing observed: - a care plan was not developed in consultation with the parents of the child requiring extra support. - 2 care plans had inconsistent information then what is provided on their registration records.

  Observation. Licensing reviewed children's records and observed records are not updated to reflect the most recent information: - Emergency cards stated 2 children did not have any allergies however upon discussion, both these children have care plans for allergies. - Emergency cards stated 1 child has an allergy however upon discussion, that child no longer has an allergy.

  Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

  Observation. Licensing reviewed all staff records: - 1 staff had a criminal record check that is not addressed to the facility. 1 practicum student did not have a criminal record check on file. - 1 practicum student did not have character references. - 1 staff did not have a record of the person's work history. - 1 staff did not have evidence that they complied with the Province's immunization and tuberculosis control programs. 1 practicum student did not have evidence that they complied with the Province's immunization and tuberculosis control programs.

  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. In the main activity room, LO observed that the walls appear to be soiled, stained and look worn. Many areas of the walls appear to have been drawn on with crayons or markers as well as paint splashes. It appears that the walls are no longer easy to clean and require some maintenance. In addition, LO observed two grey child sized chairs that appear to be soiled and stained with paint. It appears that the two chairs require some attention.

Discussion took place with staff with regards to updating the care plan when new information or medications are received.
