    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. As previously discussed, the facility is aging and there must be an ongoing maintenance plan in place. While the rooms have been painted and appear organized. The bathroom continues to require a deep clean and some minor repair.

    The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

    Observation. LO reviewed 11 children's files, which were mostly complete. Two children do not have emergency contact on file as they have their parent as emergency contacts. LO also observed that most of the files show children to have started in care as 1 year old's, while they may have started in care at a different facility operated by the same Management team, it reads that they started in a GCC (30 months to SA) and did not meet the ages for this care type. Two children do not having any start date on their forms, with one child having a form signed 3 years prior to their entry (staff stated that the child is new to the program). The attendance records includes only children who attend daily (with time in and out), but no record of absent. While staff stated that they write those who don't attend in the log book, LO did not observe this in the log.

    At all times children have immediate access to an employee who holds a valid first aid and CPR certificate, is knowledgeable respecting each child's medical condition, if any, and is capable of communicating with emergency personnel. [CCLR Sec. 23(1)]

    Observation. Staff files were reviewed for the two staff working during inspection. One staff (who worked on opening shift and was alone with children for over an hour) has an expired First Aid on file, this must be corrected immediately as children must have access to staff with valid first aid at all times.

    Observation. Snack and meals are given to children whose family chooses so. While there is information on variety of foods offered on the white board in the room, it is not specific to what is offered daily.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. The facility is showing signs of wear and tear. The walls are worn with scuffs, chips, and marks. This makes it unable to be sanitized. LO also observed broken toilet paper holder in the bathroom, and areas throughout the space that could use a deep clean.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. Nap matts are stacked without bedding, but, as they are stacked, it is still important that staff clean between use. It was also noted that they are showing signs of wear and tear, which make them unable to be sanitized.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Observed at todays visit, Equipment available to children is in various stages of wear, with some items not having adequate supplies. There are two large "doll" "play" houses, with limited materials for children to use and some of the equipment is broken and does not "fit" the size of the houses. Equipment also appears to be a lot of used items that are broken, missing pieces or second hand. LO also discussed the importance of staff being at the same level as children and helping them engage in meaningful play. Observed Dec. 13, 2024, Licensing observed limited indoor materials and activities for the children to play with. Children were going back and forth between Rooms 1 and 2. Room 1: had a doll house and two other large play structures off to the side however there were no play materials within them for children to play with. Room 2: had play structures against two walls however no play materials within them for children to play with. Room 3: was inaccessible to children and stored play materials for indoor and outdoor use. Room 4: had materials and activities for children to engage in. This space also had 2 tables and chairs. Discussion with manager took place to ensure children have materials available in all activity areas accessible to them. The Manager brought out additional toys however it did not appear to meet the needs of the number of children present.

    Observation. Children's emergency cards did not include permission for emergency care, one child had parent as emergency contact and one child had a baby picture.

    Staff are trained in the implementation of the fire drill system and the emergency plan, including the use of any equipment noted in the fire drill system and emergency plan. [CCLR Sec. 22(2)(a)]

    Observation. Discussion with Manager regarding drills other than fire. It appears that while there is information provided in the policies and procedure manual, staff do not follow it. And staff seemed unaware that the manual states that fire and earthquake will be practiced monthly.

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. Discussion with manager regarding emergency drills. There is record of monthly fire drills, but no record of emergency drill. Various types of drills were discussed, such as evacuation, earthquake, lock down, gas leak, etc.

    Observation. Licensing observed 9 children in care were screaming, jumping, and running around in one room. In this room, there were no materials for children to engage in. One teacher was sitting on the floor, calling children's names to tell them to stop. The children continued to run around the room. The teacher did not redirect children's behaviour or provide materials for them to engage in.
