Observation. Discussion with Licensee regarding use of the space. As previously noted, at time of licensing, it was stated that the rear entrance would be used for child care and the front entrance would only be used to access her personal living space. At arrival LO observed a parent pick up occurring using the front door. Licensee will submit an updated plan that will show how living and child care space will be separated at all times.

Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

Observation. When this program was licensed three months ago, the licensee installed a gate that was used to divide the "personal living" space from the "child care" space. With a discussion that there may be a door added in the future to fully separate these areas. At todays visit, LO observed that the gate is in place, but children were seated in high chairs for snack in her "living" space, the bedroom furniture was moved out of the bedroom and into the open space in this "living" space. There was a movable partition in place to close off the new bedroom area. She stated that the room that was her bedroom is now being used for children who attend her "tutoring" program on the weekend to have nap if they need. Discussion regarding the intent of tutoring being single focus, with limited hours, typically one to two hours. In the "child care" space, there is an area that was originally set up and approved for the children's nap area. There are currently two portable cribs / playpens in this space. LO reminded the licensee to review the information posted on the bottom of these cribs / playpens to ensure that are appropriate for sleeping. It is also important that you follow manufacturers instructions, as some cribs/playpens state that pillows or additional bedding should not be used. Also, some of these portable playpens are not intended for sleeping. There was also discussion regarding the change of the bedroom to a nap room, she explained that she sometimes uses this space (that is within her designated her living space) for this group for nap time.

  • PHYSICAL, EQUIPMENT AND FURNISHINGEnvironmentNon-critical

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

Observation. LO observed that there is a fabric mat being used for diaper changing in the bathroom, the Licensee explained the mat was washed daily. Discussed that the diaper mat must be cleaned and sanitized after each use to prevent cross-contamination.

  • PHYSICAL, EQUIPMENT AND FURNISHINGFurniture, Equipment and FixturesNon-critical

Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]

Observation. LO observed that there are two gates (at the side of the home and at the at the top of stairs to the deck), this is the main entry for families. LO struggled to open the first gate and was unable to open the second gate. While the licensee was able to open the second gate, it is clear that these gates are hard to open and could hamper exit in an emergency. It was also observed that there were two strollers that were against the gate on the deck blocking the main egress.

  • RECORDS AND REPORTINGRecords For Each ChildNon-critical

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

Observation. 4 children are enrolled at the program with licensee stating that an additional child may start in July. Three files were reviewed, licensee was unable to locate the fourth file during out visit. LO also requested to view the emergency cards that the licensee stated she has on with her emergency supplies so they are easily accessible if there is an evacuation. No emergency cards are available and files reviewed were missing the following information - immunization, emergency contact phone number. It was also observed that the attendance is used daily, but arrival and departure time are not kept.
