    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. The facility is clean and organized within the playroom. LO did observed that there are areas that do require addressing such as shelving that is peeling and therefore unable to be sanitized, areas of walls have stains / hand prints and storage areas are cluttered and appear unorganized.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. The outdoor area is enclosed and safe with a variety of equipment. LO did observe that there are areas around the perimeter (bushes / landscaping / etc.) that require addressing, such as topping up soil so that the garden mesh is fully covered, removing weeds and other plants that are unsafe or not wanted in the space, trim back / up bushes and trees to reduce areas where children could hide or where toys are being lost to. There are also concerns around the resilient ground surfacing as it is peeling and wearing in some areas.

    A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

    Observation. Of the staff files reviewed, only one was validated through the ECE Registry of BC.

    Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

    Observation. On October 10, LO observed: - Care Plans and Medication forms are posted in the kitchen area of the program, but there is no clarity on how much or when staff are to administer one medication. And a second child has two care plans (for Epi pen and for Benadryl) that are confusing. As per the MHO letter attached, Benadryl is not recommended for anaphylactic allergies. Discussion with Manager regarding the importance of ensuring all information be concise and easy to follow. On May 7, LO observed: - 2 children had medication that had unclear instructions on when to administer the medication - 2 children had medication that did not state who the medication is intended for

    For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

    Observation. Due to the number children who require care plans the Manager stated it is difficult to ensure that they are available prior to children starting in care. And in some cases, it may take months into care at the facility for a care plan to be developed. Discussion with Manager regarding ways to begin a care plan so that information is available to staff caring for children. If a child does not have a diagnosis, but the parents are sharing information that shows the child's need for adaptation or changes in care provided, this information must be on site and available to all staff.

    Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

    Observation. LO observed staff records: - 2 staff did not have documentation to support their certificate was verified using a system established and maintained by the director of the early childhood educator registry. - 1 practicum student did not have character references and evidence that the person has complied with the Province's immunization and tuberculosis control programs
