Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

Observation. During visit today, LO observed the SA group in a PreK3B (4th floor) room that was licenced for GCC (30 months to SA). The room that was originally inspected and licenced for GCC (School Age) is the "Indoor Playroom" that is near the entrance (4th floor). If you plan to move a program to a different space, you are required to amend your facility licence for SA and GCC (30 months to SA). You will also be required to submit updated floor and site plans, LO will return to measure this space. LO will also need confirmation from City of Richmond Building and Fire if inspections are required.

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

Observation. While records were available, there was an emergency card for a child who no longer attends. This emergency card only held some information and was hard to read with what appeared to be gaps in information. There was also an emergency card that had the parent as the emergency contact.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

Observation. While LO was on site it was observed that children were "hanging out" in the room with limited equipment set up throughout the space to allow for comprehensive programming. Staff are engaged with children and are planning activities, but they are limited and focus is on the entire group doing an activity. It appears that instead of children who are interested being invited to join an activity, all children were involved with no additional options or activities set up throughout the space. It was also observed that the activity set up did not have enough supplies (limited glue sticks, no additional activities set up)

There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56 (1)(f)]

Observation. There is no log of any incidents, illnesses or unexpected events.

A record for each child containing a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency is not kept. [CCLR Sec. 57(2)(i)]; A record for each child containing any notification of a parent, emergency contact or medical health officer made under CCLR section 55 [notification of illness or injury] is not kept. [CCLR Sec. 57(2)(g)]; A record for each child containing any special instruction respecting the childs diet, medication, participation in a program of activities, or other matter relevant to the childs care that is given by the childs parent to the licensee and agreed to by the licensee is not kept. [CCLR Sec. 57(2)(h)]; A record of any person who is not permitted access to the child is not kept. [CCLR Sec. 57(2)(j)]; A record for each child containing the name and telephone number of a parent, medical practitioner and emergency contact is not kept. [CCLR Sec. 57(2)(d)]; A record for each child containing any illness, allergy or medical disability disclosed to the licensee by the child or his or her parent or medical practitioner is not kept. [CCLR Sec. 57(2)(e)]; A record for each child containing the name, sex, date of birth, medical insurance plan number and immunization status is not kept. [CCLR Sec. 57(2)(a)]

Observation. Children's files were reviewed and do not contain the required information.
