    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. LO observed that there was a bottle of bleach spray accessible to any child on the change table. There are also brooms, mops and other cleaning supplies that are also accessible.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. LO observed that within some of the rooms, there is limited equipment and equipment that is made inaccessible using chairs / Bristol board / etc. This could be a hazard, but also does not meet the needs of children at this stage. Staff may limit toys due to children "dumping" bins, but this is a stage called exploratory play. This behavior is a normal part of development as they learn about cause and effect, object permanence, and concepts like "empty" and "full". It's a crucial part of developing their understanding of the world through trial and error. It is important that staff ensure the environment is set up to meet children's ages and stages. LO discussed the ASQ (ages and stages questionnaire) that is an on line resource to help staff and parents know what stage their child is at and what to expect in the future. It is also important that staff plan the environment to meet a variety of stages.

    Observation. Emergency Cards were reviewed in each of the rooms (6 rooms), while most information was completed, each room had at least one card missing information, such as - Emergency contact, allergy information, Doctor information, Medical insurance plan

    Food and drink provided to children is sufficient in quantity and quality to meet the developmental needs of each child. [CCLR Sec.48(3)]

    Observation. LO observed breakfast / morning snack. Children were offered scrambled eggs and their water bottles. Seconds were not offered and no other options were given to children. The food guide recommends that children should be offered choices and that meals / snacks should include at least two - three food groups.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Discussed ongoing issues with chips to the walls throughout the facility. Storage of cleaning supplies (include brooms / dust pan) should be addressed as they are accessible to children.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. The artificial turf in the outdoor space is starting to curl at the edges and come away from the wall and ground. This could cause tripping hazards and be dangerous to staff and children.

    The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

    Observation. Some of the children's information on the emergency cards (that would be taken in case of evacuation or for walks) are missing - Doctor information, immunization status and medical insurance plan number (could also be travel insurance).

  • STAFFING / Emergency Training and EquipmentNon-critical

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. Fire drills were not noted in one room for the month of September. If the facility is practicing drills as a whole, then you would not be required to keep multiple copies of the fire drill record. But, if each room is doing their own drills, it is recommended that a few times a year the entire facility practice drills that would a more realistic version of a true emergency.

    There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56 (1)(f)]

    Observation. While there are log books in each room, there is limited information, and from observations, it does not appear that minor incidents or unexpected events are noted. This includes minor incidents (any time first aid / ice / cold compress is used) and/or times when you have to stop what you are doing to intervene. Anything that you want to note or track can also be noted in your room log or an individual child log book.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. While there is a nap room with individual beds and bedding. It was observed that cots and playpens were touching which is a concern for cross-contamination.

    Observation. In one of the nap rooms, LO observed cardboard standing on the window pane, covering an area of window that does not seem to be covered by the blind, there is also a container of cream on the window pane - these are accessible to children and could easily be knocked off, opened or could injure a child.

    Observation. LO reviewed emergency cards in each of the rooms and a sampling of files in the office. While most were complete, a few were missing emergency contact that is different from parent, medical insurance plan or care card and immunization status. It was also observed that attendance is not accurate in many of the rooms. There was also one child who requires an epi-pen, and the care plan is not available for the staff.
