Observation. Originally found out of compliance on September 8, 2025. Licensing observed the sanitizing solution was not regularly mixed as required.

The licensee has appointed a manager for the community care facility. [CCALA Sec.7(1)(d) Standards to be Maintained]

Observation. Licensing observed the Licensee has not appointed a manager for the facility.

Observation. Originally found out of compliance on September 8, 2025. Licensing observed the educators continue to not clean and sanitize the children's washroom according the Vancouver Coastal Health procedures.

Absent or ceased employees are replaced with appropriately qualified employees. [CCLR Sec. 37(1)-(3) and Sec. 38]

Observation. Licensing observed the manager has been absent for more than 30 days.

Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

Observation. Originally found out of compliance on September 8, 2025. Licensing reviewed the staff records and appropriate documentation for staff working in the program needs to be obtained.

Observation. Licensing observed the Licensee did not following the Vancouver Coastal Health procedures for cleaning and sanitizing in the children's washroom.

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

Observation. Licensing observed the following: - four children require Immunization status - one child requires medical insurance number - one child requires an Emergency contact number - one child's paperwork was not available for review.

Maintenance of Equipment: A log is kept of all inspections, maintenance and repairs. [Director of Licensing Standard of Practice - Safe Play Space]

Observation. Licensing observed the log of inspection was not being completed on a regular basis.

Evidence of compliance with the Province's immunization and tuberculosis control programs has not been obtained. [CCLR Sec.19(1)(b)]; Character references have not been obtained. [CCLR Sec.19(1)(b)]; Copies of any diplomas, certificates or other evidence of the person's training and skills have not been obtained. [CCLR Sec. 19(1)(d)]; Records of staff's work histories have not been obtained. [CCLR Sec. 19(1)(c)]; Criminal record checks have not been obtained. [CCLR Sec. 19(1)(a)]

Observation. Licensing observed that the staff files require the following: - three staff require their resume - four staff require Certificates verified - two staff immunization status - four staff require their CRC's to be updated - one staff requires references.

Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

Observation. Diaper cream with medicinal content was present without signed permission to administer.

The licensee has written, parental consent to release a child to someone other than the parent. [CCLR Sec. 57(3)(b)]

A record for each child containing a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency is not kept. [CCLR Sec. 57(2)(i)]; A record for each child containing any notification of a parent, emergency contact or medical health officer made under CCLR section 55 [notification of illness or injury] is not kept. Observation. Several children had incomplete files.

Staff are trained in the implementation of the fire drill system and the emergency plan, including the use of any equipment noted in the fire drill system and emergency plan. [CCLR Sec. 22(2)(a)]

Observation. The fire extinguisher is past service date, required by June 30, 2024.

Employees have access to reliable communications equipment in an emergency. [CCLR Sec. 22(4)]

Observation. Licensing observed there is not direct communication available to the employees in case of an emergency.

Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]

Observation. Licensing observed the gate entering the outdoor space dead bolted, which presents a risk of not allowing children and staff access to leave the space in an emergency.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

Observation. Licensing observed limited toys, materials and equipment, preventing educators from providing a comprehensive and coordinated program of indoor and outdoor activities.

All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

Observation. Licensing observed all the children enrolled in the program sitting in high chairs. Based on the size, age and development of the children attending the facility a number of children have out grown the high chairs and are ready to sit at a child size table and chair set.

The licensee records compliance with the care plan of a child requiring extra support for all applicable aspects of care. [CCLR Sec. 58(3)]

Observation. Licensing observed a child who requires medication as part of their care plan requires additional documentation regarding the administration of medication.
