  Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

  Observation. There is one staff that is not on site today, but does not have a validation of their ECE certificate and the CRC is from a different facility.

• POLICIES AND PROCEDURES / Emergency Training and EquipmentNon-critical

  There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

  Observation. As discussed, the fire extinguisher was due May 2023 and must be inspected annually.

• STAFFING / Emergency Training and EquipmentNon-critical

  Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

  Observation. While fire drills are conducted monthly, the manager stated that they do not conduct annual emergency drills. LO and Manager discussed a variety of emergency drills that can be done annually.

• PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

  The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

  Observation. In the children's washroom, LO observed that the diaper change mat appears to have a few holes along the seam. The diaper mat appears to be in poor repair and no longer easy to clean.

  The licensee does not keep a current care plan for each child requiring extra support. [CCLR Sec. 58(1)]

  Observation. LO observed that a child with aa asthma diagnosis did not have a care plan completed. Discussion took place with manager with regards to having a care plan in place for any child that requires any extra medical supports.

  A record for each child containing the name and telephone number of a parent, medical practitioner and emergency contact is not kept. [CCLR Sec. 57(2)(d)]; A record for each child containing any illness, allergy or medical disability disclosed to the licensee by the child or his or her parent or medical practitioner is not kept. [CCLR Sec. 57(2)(e)]

  Observation. LO reviewed all children's records and the following was observed: -a telephone number for a medical practitioner has not been obtained for 3 children -emergency contact number on file for 3 children is that of the child's parent. Discussion took place with manager with regards to having an emergency contact on file other than a parent in the event of an emergency.

  A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

  Observation. LO observed that ECE certificates have not been verified with the registry for 2 staff

  Observation. LO reviewed all staff records and the following was observed: -staff's work histories have not been obtained for 1 staff -character references have not been obtained for 1 staff -immunization status has not been obtained for 2 staff
