  • MEDICATIONMedicationNon-critical

Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

Observation. Licensing observed that there were no "Request for Administration of Medication" forms filled out if a child was to received medication.

  • PHYSICAL, EQUIPMENT AND FURNISHINGEnvironmentNon-critical

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

Observation. Licensing observed the following: - A staff did not wash a child's hands after changing their diaper and did not remove their gloves before coming out to the main area and taking another child to the washroom to have their diaper checked. Licensing is concerned that this could cause the spread of germs and illnesses. - the opening room for the infants and toddlers still had chairs on the tables that could fall from the table if bumped. Licensing is concerned there is a risk of a possible injury if a chair was to fall.

  • POLICIES AND PROCEDURESCommunity Care Facility RecordsNon-critical

Current policies and procedures that are intended to guide employees in the care and supervision of children are not kept. [CCLR Sec.56 (1)(d)] Topics of such policies should include but not be limited to: meaningful supervision of children both inside and outside the facility; meaningful interactions with children both inside and outside the facility; meal times; bottle-feeding; nap time practices; toileting/diapering.

Observation. Licensing observed the behavior guidance policy is limited and does not meet the necessary information for the age and development of care. E.g. bottle feeding, toilet training, biting, separation anxiety.

  • PROGRAMProgram of activitiesNon-critical

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

Observation. Licensing observed that there were limited to no activities set up for the children as they entered the classroom. Once an activity was completed the staff would put it away, leaving nothing on the table for the child to access or the staff to role model the activity and provide social interactions with the children. It was also observed a circle was conducted for 40 to 45 minutes, with limited movement. Children sat in a semi circle, with minimal child participation, and little to no large movement. When children started the fidget a staff person would have the child sit on them or beside them. This is concerning to licensing, as the children had only been sitting on chairs or the floor prior to the circle time as there were no activities around the class room to access or engage in areas of development. i.e. fine/gross motor activities, social/emotional interactions, cognitive activities. It was all teacher focused. Please note - Developmentally Appropriate Practice for circle time for under 3-year-olds, focuses on short, engaging activities that are responsive to their short attention spans and developmental needs. It should be a fun and interactive experience, rhythm and movement and not a sit-and-listen activity.
